Referendum reveals massive majority against pay freeze

Municipal workers voted overwhelmingly against a two-year pay freeze in a referendum organised by the trade unions. The VNG employers’ organisation rejected the result. It argued that there was only an 18% turnout and assumed that those who didn’t vote supported the pay freeze.
