Public service unions Abvakabo, BPSAG and CNV Publieke Zaak have rejected the Ministry of Justice’s five-plan for the prison service. The plan includes proposals to cut 1200 jobs and close a number of institutions across the country. The unions have called for major changes to the plans including clear commitments about how to deal with the impact of staff of any restructuring. The unions point out that the prison service needs well-trained staff and the five-year plan needs to be clear how to ensure employment levels and expertise will be maintained.

The public service union Abvakabo has signed a 15-point memorandum with the prison service highlighting the key points in forthcoming negotiations over a major restructuring of the service. The Ministry of Justice has set out a five-year plan for the prison service which will see considerable restructuring, including closure of several facilities. The aim of the memorandum is to highlight the main points of the negotiations that will involve the unions and works councils with a view to avoiding compulsory redundancies and ensuring that prison workers affected by the changes will be relocated
Employment questions arise in welfare restructuring plans
The JHL trade union has welcomed the principle of a planned restructuring of health and social services but warns of the consequences for care and employees' jobs and pay and conditions. If the plans to create five regional providers goes ahead then many municipal workers may see a change of employer. The union says that those currently employed by municipalities now have five year protection against dismissal should municipalities opt to merge, a rule which JHL wants included in the new legislation.
