A study for the SAK trade union confederation shows that most local negotiators in the state and municipal sectors think that local bargaining on hours has been more positive than negative. On pay the results are less convincing. While 63% of local negotiators in the municipal sector are more positive than negative about local bargaining the figure in central government is only 46%. A substantial minority of around a fifth in both sectors believe local bargaining on pay has been negative for workers. In general 44% of municipal local negotiators and 54% of state sector bargainers think that the balance between employers and trade unions at local level is not equitable.

Study reveals extent of restructuring in electricity sector
The EIRO industrial relations observatory has published a new study of restructuring in the electricity sector across Europe. It found that employment has fallen considerably since the mid-1990s and restructuring and reorganisation have continued ever since. The study argues that while the business structure has undergone considerable change, industrial relations have remained relatively stable, with continuing high union density rates and collective bargaining coverage. Study reveals decline in job quality
A new report from the European Trade Union Institute shows what aspects of work improved or deteriorated over the last decade. It updates the Institute's European Job Quality Index which covers a broad range of work and employment characteristics, including wages, non-wage aspects of employment and work organisation, and collective interest representation. The results indicate a decline in non-wage job quality over the past decade and sluggish real wage growth in the years following the crisis.
Commission study reveals impact of pandemic
The European Commission’s annual review of Employment and Social Developments in Europe outlines some of the key effects of the pandemic on jobs, employment conditions and social dialogue. It identified uneven regional impacts with the more resilient regions sharing characteristics such as high regional productivity, high level of skilled population levels, big investment in research and development, quality local public institutions and solid digital infrastructure.
