Negotiating and campaigning on working time
After pay, working time is core collective bargaining issue but is also an important area of employment regulated by national and European legislation. EPSU has been very active in defending and calling for proper implementation of the Working Time Directive and is involved in current debates on working time. Municipalities experiment with working time initiatives
The HK Kommunal trade union reports that there are now new initiatives or experiments around working time in one in five municipalities. From the focus on working time flexibility to testing of the four-day work, there is an increased willingness, particularly since the pandemic, to move away from the more fixed and traditional patterns of work. The union stresses that any such change or experiment needs to be negotiated at local level and within the framework of the national agreement. Strike action to hit private hospitals as public sector unions take action
The SEP nurses’ union has called for a day of strike action on 16 March in the private hospitals that are part of the APHP employers’ organisation. The main demands include a 35-hour week for all, a pay increase of 10% and similar increases on allowances, 25 days’ paid leave a year, improved unsocial hours payments and a higher meal allowance. Public sector unions in the Frente Comum are also continuing their campaign for better pay with a strike in public administration on 17 March and national demonstration on the 18th.
Unions mobilise over threat to public holiday
Trade unions across all sectors are backing protest action against the proposal by the government to abolish a longstanding public holiday – the great prayer day that falls on the first Friday after Easter. Over 50,000 people joined a protest in Copenhagen and over 450,000 have signed a petition against the abolition. Municipalities experiment with shorter hours in eldercare
The Kommunal trade union reports that municipalities on the island of Öland are looking to reduce working time while maintaining pay to try to address the recruitment problem in eldercare. Mörbylånga in the south of the island was the first to offer 85% of working hours at full-time rates in response to indications that workers needed the full-time level of pay but couldn’t cope with the demands of a full-time job. This produced an increase in recruitment and the now arrangement is being tested for a year in Borgholm in the north of the island.
Report recommends shorter working hours and great flexibility
The International Labour Organisation has published a new report on working time and work-life balance that reviews working hours and working time arrangements and their effects on workers' work-life balance. It finds that over one-third of all workers are regularly working more than 48 hours per week, while a fifth of the global workforce is at the opposite end of the spectrum working short (part-time) hours less than 35 per week. Unions negotiate tougher working time rules
The Vårdförbundet and Kommunal health and care unions have negotiated new and stricter rules on working time that will ensure workers have the right to proper rest time and in particular meet the requirement for 11 hours consecutive rest every 24 hours set by the Working Time Directive. The negotiations with the SKR and Sobona employer organisations took place following criticism from the European Commission that existing provisions did not ensure compliance with the Directive. Union welcomes new legal provisions on full-time work
Public services union Delta has welcomed implementation of the amended Working Environment Act that ensures that employers give priority to full-time employment. The law requires that employers document any decision to hire workers on a part-time basis and to discuss issues relating to part-time employees with trade union representatives. The Labour Inspection Authority has powers to enforce compliance with the new regulations. Negotiating for better pay and conditions in health
Services union ver.di is in negotiations with the VKA municipal employers’ association to improve working conditions in municipal emergency services. The union is calling for a maximum working week of 44 hours (down from 48) as a first step and other measures to protect the health of employees. Union welcomes positive outcomes of 4-day week pilot
The results of a pilot project on the 4-day week involving a range of companies in Ireland show the potential for how a shorter working week can contribute to a better work-life balance and increased well-being for workers. The pilot was backed by the Fórsa public services union which welcomed the results and the fact that the employers in the project were all planning to continue the 4-day week arrangements. Positive assessment of compressed working time project
A mid-term evaluation of a working time experiment in the Esbjerg municipality in South West Denmark reveals high levels of satisfaction among those compressing their hours into a four-day week according to union HK Kommunal. Some 90% of job centre employees who chose the 4-day week two years ago are very satisfied with the scheme. Government agrees to negotiate public sector agreement
The public service federations in the UGT and CCOO confederations welcome the fact that their demands for public sector pay negotiations have been agreed by the government. The unions want a multiannual agreement that allows for the maintenance of purchasing power and, in particular, an increase this year on top of the 2% pay increase imposed by the government.
