Quality employment, Recruitment & organising
Strong public service unions are vital if we are to stand up for our values and our vision in our workplaces, sectors and communities. They are crucial in dealing with national, European and global institutions and in representing public service workers in national trade union centres and the European Trade Union Confederation (ETUC). EPSU affiliates are more effective in negotiating and campaigning where they can count on an active membership, high union density or broad support from workers.
EPSU has been taking a range of initiatives to support affiliates, particularly in Central and Eastern Europe, to build union power by developing recruitment and organising strategies and campaigns. This briefing, prepared for the 2019 Congress, covers recent work and current priorities. Our Organising and Campaigns staff, Agnieszka Ghinararu, Miloš Vlaisavljević and Artem Tidva, are working with affiliates to help them with advice, support and training and keeping them informed about new ideas on recruitment and organising methods.
Confederation calls for new approach to public sector pay
In response to a new government development strategy, the OPZZ trade union confederation has emphasised the need to ensure decent pay in the public services and has expressed concern about government proposals to freeze public sector pay in 2021. OPZZ argues that current levels of pay fail to make the public sector attractive to new recruits and there are problems with fluctuating employment levels while workers face increasing responsibilities and workloads. Unions make joint call for change in eldercare
Vision and Kommunal, the trade unions representing workers and managers in eldercare, have issued a joint call for action on working conditions and work organisation to address the long-standing problems in the sector that have been highlighted by the COVID-19 crisis. The unions underline the importance of continuity of care that they say is best delivered through a stable base of long-term and full-time employment. They have set a target of increasing the proportion of permanent employees to 90 percent. They also want to see a benchmark of 25 employees per manager in the elderly care to help
Further seminar on recruitment and organizing during pandemic
On 18 June 20 trade union activists and officers from Bulgaria, the Czech Republic, Slovakia and Turkey took part in a webinar on organizing and recruitment. It was third online meeting prepared and run by the EPSU’s recruitment and organising team.

The European Council has adopted a number of measures to assist businesses and workers as our economies are hit hard by the COVID19 pandemic. The package makes available €540 billion for euro zone member states.
