Public service unions have organised one of the biggest strikes and mobilisations in Northern Ireland for many years as they try to put pressure on the UK government to stop delaying a pay offer for public service workers. The government claims that its hands are tied by the political stalemate in the province and the lack of a functioning Assembly. The unions argue that this is an excuse and that the money is available to make a pay offer immediately. The local government unions – UNISON, Unite and GMB – have agreed to accept the employers’ offer of a flat-rate pay rise of £1925 (€2205) on annual salaries for 2023. The increase is worth around 9% for the lowest paid workers but about 4% for most of the workforce. The unions had initially demanded an increase of 12.7% and have made clear that they are already looking to the negotiations in 2024 to deliver better pay for local government workers. Members of the UNISON, Unite, GMB and RCM trade unions joined five other unions in coordinated strike action over pay on 21 and 22 September. Various groups of non-teaching staff in schools, colleges and universities are all involved in action. Unions organising in the waste sector are taking on both local councils and private contractors in campaigns to secure better pay offers from employers. Action by Unite members at Welwyn and Hatfield delivered a 13.5% pay increase when the employer, private contractor Urbaser, agreed to increase its original offer of 8%. Meanwhile, several other disputes continue with one of the longest running in the North West where Unite members have been taking action since May in their dispute with Cumberland Council. Strike action could be on the cards across local government in England and Wales as members of the main trade unions – UNISON, GMB and Unite – have rejected the £1925 (€2215) flat-rate pay offer. With the UK government still refusing to negotiate on pay, the RCN nursing union is planning its biggest strike action so far for 48 hours from the morning of 1 March to the morning of 3 March. The UK trade union movement has been angered by the government’s rushed draft legislation to impose minimum service levels on public service strikers. The government claims it is bringing the UK into line with countries like Italy and Spain but fails to acknowledge the different systems in those countries that guarantee the right to strike and impose no requirements on balloting for industrial action. Members of the PCS central government union have voted overwhelmingly for strike action in over 120 areas of government activity. The average majority “yes” vote of over 86% is the highest in the union’s history. The union is calling for a 10% pay rise, pensions justice, job security and no cuts to redundancy terms.
