The four unions representing home care workers in the Basque region (ELA, LAB, UGT and USO) have planned further work stoppages as part of their long-running campaign to end the pay freeze and negotiate new collective agreements. Two three-hour stoppages will take place on 25 and 31 May. There will also be a protest outside the Mungia town hall on the 25th and workers will surround the Bilbao town hall on the 31st. The unions are targeting local authorities for allowing the contracting out of home care services without any minimum prices specified and no hours guaranteed for the workers. The

After a long and bitter strike, social and residential care workers - the vast majority women - have won a major victory and new three-year collective agreement covering employers in the Bizkaia/Vizcaya region of Northern Spain. The agreement will involve four pay increases staged from September 2017 to 2020, equivalent to an overall increase of 20%. The move to a 35-hour week will also mean a cut of 200 hours per year and involve the recruitment of more workers and so will improve the quality of care. The FeSP-UGT and CCOO federations in the public sector have come together to launch a campaign to get the government to negotiate over employment in the public sector and to adjust the budget for 2018 to begin to tackle the staffing crisis. The unions point out that not only have 350000 public sector jobs been cut since 2010 but the problem is being compounded by an ageing workforce. In social security, for example, around 48% of staff are set to retire over the next 10 years. Home care workers in the Basque region of northern Spain are in the third month of their campaign to secure better pay and employment conditions. Their latest partial work stoppage took place on 25 January and further action is planned for 12 and 27 February to put pressure on city councils and the regional council to act on the low pay and precarious employment conditions that are common to the contracts run by private companies across the region. (April 2017) Public sector trade union federations have signed an historic agreement with the government that will see a massive reduction in precarious employment across the public sector. The deal means that over 300000 workers currently on some form of fixed-term employment will have the chance to move onto a permanent contract over the next three years. This is the result of the first major negotiations with the government since 2010. The unions underlined that they are still looking for an agreement on pay increases over the coming years that will compensate for the 15% loss of purchasing

Around 10000 workers joined a demonstration in Madrid on 14 December called by the CCOO and UGT trade unions as part of their campaign to win back rights for the three million public sector workers who have been hit by austerity measures. Public services have been hit by job cuts while workers have seen their hours increased and pay fall by 13% in real terms since 2010. EPSU president Isolde Kunkel-Weber joined the march and expressed solidarity on behalf of EPSU.

25th January will see the first of another series of partial work stoppages by home care workers in the Basque region in protest at poor pay and working conditions. The actions follow similar protests at the end of last year coordinated by the UGT, USO, ELA and LAB trade union organisations. The unions say that companies are not respecting the collective agreement and make no guarantees on hourly payments when they bid for contracts. The unions are also protesting against excessive flexibility and use of temporary contracts and the fact that workers haven't had a pay increase for five years

The trade unions representing care workers - FeSP-UGT and CCOO-Sanidad - are planning two days of mobilisation on 30 October and 7 November to put pressure on the two employer organisations (CEOE and CEPYME) to negotiate on pay. The union federations are angry that the employers have failed to negotiate the introduction of a EUR 1000 minimum wage (14 payments) for the sector even though it had been proposed in the last collective agreement. The unions put forward a proposal for reaching the level in stages up to 2021 but the employers failed to respond.

Care workers in the Basque region are engaged in long-term struggles to secure better pay and conditions and higher quality services for the elderly. Members of the ELA trade union working in residential care in Gipuzkoa province are set to take another 31 days of strike action from 11 November to 11 December, taking the total number of days to 149. Meanwhile the ELA, LAB, UGT and USO unions in Bizkaia province are coordinating action in home care. The public service federations of the CCOO confederation have called on the acting government to guarantee that the 2% pay increase, agreed as part of a three-year pay deal, will be paid on 1 January 2020 to all three million public sector workers. Formally a new government has yet to be confirmed and the acting public service minister is claiming that the increase cannot be confirmed but that it could be paid and backdated later in 2020. The union argues that the increase can be paid on the basis of a royal decree and say this needs to be done urgently as part of the union demands to win back

The FSS-CCOO and FeSP-UGT public service unions mobilised members working in care across the country on 7 November to put pressure on the employers to agree to a EUR 1000 minimum monthly wage for the sector (14 payments). Demonstrations took place outside several of the regional headquarters of the CEOE employers' organisation. The unions are demanding urgent action to improve pay for the overwhelmingly female workforce that faces challenging working conditions with significant risks of musculo-skeletal and psycho-social disorders. Health and social care trade unions are campaigning for better pay and conditions for hundreds of thousands of works in the dependent care sector and national health service.
