Following a mobilisation outside the offices of the Director General of Public Administration, unions have secured an agreement to a meeting before June 15 to discuss a range of issues and prepare to convene negotiations in the General State Administration. The priority for the unions is to stop the destructive cuts in public employment which is leading to a collapse in services to citizens. They also want to recoup the loss of bonuses and the cuts and freezes in salaries over recent years. Prison sector unions are planning a series of 24-hour strikes beginning on 24 October in protest at the withdrawal of a pay offer by the prison service. The unions have been campaigning together for several years to secure improved pay as a key measure to tackle staff shortages in the sector. Following the installation of a new government, the prison service offered to increase the prison pay bill by EUR 122.6 million over the next three years. EPSU's affiliates in the prison services - FSC-CCOO, FeSP-UGT and ACAIP-USO - began their planned six-day strike campaign on 24 October. The unions are calling on the government to abide by its commitment to fund pay increases in the sector that are needed to deal urgently with staff shortages and to address the question of major pay disparities in different institutions. The strike action follows a long period of campaigning, lobbying and negotiating and the unions have agreed that further strikes will take place on 26 October with a further four days in November (6, 8 13 and 15).

The trade unions representing prison workers, including EPSU affiliates ACAIP-USO, FSC-CCOO and FeSP-UGT, are continuing their strike action over pay despite attempts by the prison service to get the action declared illegal. The unions reported massive support for the first two days of strike action on 25-26 October. Further action had already been planned for 10-13 November but the unions had to counter the legal challenge by the employers and so have agreed that the next four days of action will run from 17-20 November.

Prison sector unions have called on the government to immediately restart negotiations over pay following the latest of six days of strike action which have had strong nationwide support from prison workers. The unions began the action following the new socialist-led government's withdrawal of funding for a pay increase. The unions now want to see bargaining restart and have been critical of the authorities for aggressive tactics in the policing of pickets and demonstrations around the country.

The four unions representing home care workers in the Basque region (ELA, LAB, UGT and USO) have planned further work stoppages as part of their long-running campaign to end the pay freeze and negotiate new collective agreements. Two three-hour stoppages will take place on 25 and 31 May. There will also be a protest outside the Mungia town hall on the 25th and workers will surround the Bilbao town hall on the 31st. The unions are targeting local authorities for allowing the contracting out of home care services without any minimum prices specified and no hours guaranteed for the workers. The

The FSC-CCOO and FeSP-UGT public service federations organised a rally outside the Ministry of Justice against proposals that would change the rules on worker mobility. The unions are particularly angry that the amendments have been introduced in parliament without following the correct procedure. They say that if implemented the rules would significantly reduce workers' rights and mean that they could be forced to move to jobs on much lower pay levels. The unions will also use the protest to highlight some of the many other pay and conditions problems that the Ministry has failed to negotiate

Following a meeting of the general negotiating group covering public administrations, the FSC-CCOO public services union criticised the government for failing to ensure consultation with the trade unions over the working conditions of three million public sector unions before publishing the budget. The union also called for action on the 35-hour week, an end to replacement rates in staff recruitment, a guarantee on the pay increase linked to economic growth, action on the gender pay gap and an extension of paternity leave across the public administration.

The FSC-CCOO and FeSP-UGT public service federations have called a strike on 16 October involving workers in the government's overseas services. The strike is in protest at the freezing of salaries for the 7000 workers in the service and increasingly precarious employment conditions. The unions say that the strike is necessary as there has been no response to their demands since a meeting a meeting in June and despite a number of other protests and actions so far in 2017.

After a long and bitter strike, social and residential care workers - the vast majority women - have won a major victory and new three-year collective agreement covering employers in the Bizkaia/Vizcaya region of Northern Spain. The agreement will involve four pay increases staged from September 2017 to 2020, equivalent to an overall increase of 20%. The move to a 35-hour week will also mean a cut of 200 hours per year and involve the recruitment of more workers and so will improve the quality of care. The public service federations of the CCOO and UGT confederations organised a joint mobilisation of public administration workers on 29 November as part of their campaign for increased pay, more jobs and a return of rights lost during austerity. This followed a public-sector wide demonstration on 24 November with plans for further action on 14 December. The unions argue that services are under threat as 14% of jobs have been cut and reduced recruitment has created an ageing workforce where half are over 50. The CCOO and UGT unions in the public sector met with the finance ministry on 19 February to underline their demands for a new agreement on public employment that would include a target of reducing temporary employment to 8% of total employment over the next three years and to end the restriction on replacing employees who leave which has had major implications not just for workers but also the quality of services. The FSC-CCOO and FeSP-UGT public sector federations have negotiated a deal with the government which will mean gradual restoration of purchasing power and other rights lost during the years of austerity.
