(August 2016) The government has ignored trade union opposition and approved a decree to make the forestry service an arm of the Carabinieri, the military police force. The unions are extremely concerned about the loss of civil and trade union rights for the workers transferred and have challenged claims that the move will improve the efficiency of the service. The CGIL confederation and FP-CGIL public services federation are committed to fighting the transfer and have made clear they will use all legal avenues including potential industrial action by the workers affected. (August 2016) The public service federations - Fp Cgil, Cisl Fp and Uil Fpl - have sent a letter to the ministers of public administration and economic development protesting at the planned restructuring of the system of chambers of commerce. The unions argue that the plans to reorganise are going ahead without any guarantees for the employees and with the government refusing even to discuss the restructuring with the trade unions. The chambers employ around 7000 workers directly with 3000 in related bodies. The unions plan to organise a national demonstration in September. Read more at Fp

(September 2016) The CGIL confederation and its public service federation (Fp-Cgil) are working together to coordinate legal and industrial action in support of forestry workers who are facing transfer to the carabinieri police force. The transfer would mean major changes for the workers who would lose the right to strike. The confederation and federation are planning to organise strike action in protest but in the mean time are planning to support action by individual workers to challenge the legality of the new statute to implement the transfer. (September 2016) Trade unions have negotiated a minimum service provision in the case of strike action by forestry workers. This is an important step to maintain the current rights of this group of workers that is facing militarisation and the loss of the right to strike through transfer to the carabineri police service. Trade unions are continuing to fight this transfer both through union campaigning and legal action.

(October 2016) The three main confederations - CGIL, CSIL and UIL - jointly organised a national demonstration on 30 September which was well supported by employees of Chambers of Commerce from around the country. The publicly run system is set to be restructured (see epsucob@NEWS 10) and the unions are campaigning to defend the jobs and the employment rights of the workers affected.

(November 2016) Thousands of workers in the forestry service have launched legal actions opposing their loss of rights resulting from the militarisation of the service. The trade unions are combining this with their continuing campaign against the change. They argue that 7000 workers will lose their civilian status and full trade union rights. But the unions are also concerned about the impact on services as a result of the underminging of the wealth of expertise and professionalism that guarantees environmental and food safety.

(December 2016) Prison staff, members of the FP-CGIL and UIL-PA federations, took part in a national demonstration on 29 November in protest at serious understaffing and assaults on staff. The unions argue that urgent action is needed to deal with dilapidated prisons and the long working hours and stress that are leading to sickness absence and additional pressures of work. They say that problems have been building up for years with cutbacks and lack of investment.

(January 2017) In December forestry workers took to the streets demanding a delay in their forced transfer to the carabinieri police force. The transfer will deny them the right to strike. The government has not only gone ahead and abolished the state forestry service but has failed to respond to formal requests by hundreds of workers to be transferred to other parts of the public administration. The FP CGIL trade union is continuing to defend the workers through campaigning and legal action.

(January 2017) The FP CGIL public services federation has analysed employment data to show the impact of job cuts and recruitment freezes. It estimates that there are some 237000 fewer public sector jobs than in 2007 while the health service has seen a fall of 50000 jobs since 2009. The recruitment freeze has also contributed to an ageing workforce with average ages across the public sector over 50 and rising. The union wants to see these issues addressed in collective bargaining with an urgent need to recruit young workers and for action on staffing levels in the health service.The CISL FP

(March 2017) The three main confederations - CGIL, CISL and UIL - have negotiated a new labour agreement that covers employees of embassies, consulates, legations, cultural institutes and other international organisations in Italy. The agreement runs for three years (2017-2019) and includes a 3.6% pay increase as well as a new mandatory payment by employers to the FIS Fund which provides benefits in the case of losing a job or having a cut in hours.

(July 2017) The three public service federations - FP CGIL, CISL FP and UIL FPL - organised a joint mobilisation on 3rd July outside the offices of the Ministry of Labour to call for action over the future of employment centres across the country. The unions are calling for guarantees for the workers in these centres in terms of jobs and wages as well as proper investment in the provision of employment services to citizens. Around 8000 permanent staff and 2000 temporary workers are affected by the uncertainty facing the centres.

The three main trade unions representing workers in ministries and agencies - FP-CGIL, CISL-FP and UIL-PA - have welcomed the new agreement signed on 23 December that marks the end of almost nine years of a freeze on collective bargaining. Covering around 250000 employees, the agreement re-establishes the importance of the role of the trade unions and collective bargaining and implements the basic pay provisions set out in the public sector framework deal agreed at the end of 2016. The FP CGIL public services federation is calling for urgent action to tackle increasing violence against staff as well as staff suicides in the prison service. Thirty-five staff have committed suicide over the last five years with 2250 violent incidents recorded over the same period. The increase in violence is reflected in the number of incidents rising from 344 in 2013 to 590 in 2017. The union has criticised the prison service management for failing to engage to tackle the issue with its sole main response being to establish a helpline for staff. The FP-CGIL trade union federation has met with public administration minister Giulia Bongiorno to set out four urgent priorities for action. These involve tackling precarious employment, increasing employment, negotiating the next collective agreement that will cover the years 2019-2021 and ensuring increased investment in staff training. The union argues that it is not enough to simply end the freeze on recruitment as more needs to be done to boost employment or run the risk of a further decline in the quality of services. Firefighters' unions in Spain and Italy are calling for government action to address a number of longstanding issues. In Italy the FP-CGIL trade union has declared a state of agitation around a number of key demands related to the collective agreement, recruitment, occupational safety, pensions and the right to elect workplace representatives. The union wants to see action to reduce bureaucracy and increase investment. Meanwhile, in Spain the unions want a framework law to establish a clear national structure for the service which is characterised by significant differences across the regions
