EPSU and PSI have sent solidarity greetings to the three union federations – Filctem-Cgil, Flaei- Cisl and Uiltec – in their dispute with the ENEL energy company. The three unions are planning national strike action on 8 March and began a month-long period of industrial action affecting overtime, travel and changes to working hours on 24 February. Four energy trade union in France organised another day of action on 17 December in protest at what they see as major threats to the sector, such as the “Hercule” restructuring plans at EDF, and its public service mission. FNME-CGT, CFE-CGC Énergies, FO Énergie et Mines and FCE-CFDT are concerned that key decisions about the sector are being taken without proper consultation both with the unions and in parliament. The Fp Cgil, Cisl Fp and Uil Fpl public service federations have finalised a new collective agreement covering around 15000 managers in local and regional government and the health service. The agreement covers the period 2016-2018 and includes a pay rise of 3.48% which follows the other public sector agreements for that period. Apart from pay, there are provisions covering trade union relations, work-life balance and leave arrangements, including support for women who are victims of violence. The three energy unions - FILCTEM-CGIL, FLAEI-CISL and UILTEC-UIL - are very positive about a new three-year agreement on performance bonuses negotiated with the ENEL energy company. The agreement will see bonus payments increase by 6% overall - 3% in 2019, 2% in 2020 and 1% in 2021. The agreement also resolves some anomalies affecting middle managers and provides better protection for workers whose bonuses might be affected by maternity or paternity leave.

Public services federations in CGIL, CSIL and UIL, representing also workers in third sector social services have negotiated a new agreement with the ANFFAS organisation that represents employers providing disability services. The agreement includes several new features - strengthening trade union relations, improving rules on working hours and sickness, extension of the right to training, improvements to parental leave and work-life balance and measures to restrict flexibility such as a limit on fixed-term contracts. There is an overall pay increase of 5% with an average of EUR 450 paid out

The three health federations - FP CGIL, CISL FP and UIL FPL - have said they will mobilise workers and the community to prevent the threatened outsourcing of nursing and auxiliary jobs at the Umberto I university hospital in Rome. The federations have strongly condemned the proposal that could affect 700 workers, including nurses who work in intensive care and specialist departments most of whom have been at the hospital for many years. (July 2017) The three public service federations - FP CGIL, CISL FP and UIL FPL - organised a joint mobilisation on 3rd July outside the offices of the Ministry of Labour to call for action over the future of employment centres across the country. The unions are calling for guarantees for the workers in these centres in terms of jobs and wages as well as proper investment in the provision of employment services to citizens. Around 8000 permanent staff and 2000 temporary workers are affected by the uncertainty facing the centres.

(March 2017) The FP-CGIL public service federation reports that it has made some gains in the current negotiations over pay and reforms to the fire service. An EUR 80 a month pay increase will be implemented while the union will continue to negotiate a new collective agreement. The federation has also had some influence of the restructuring proposals put forward by the government and is particularly please that the fire service will retain some autonomy and not come under the control of the local prefecture.

(February 2017) The FP-CGIL public services federation has called on the government to stop the planned reorganisation of the fire service and to consult properly with the unions about any proposals to change the role and organisation of the service and the pay and working conditions of employees. The union says that the government has ignored the opinitons of the union over plans to restructure the service and reduce its autonomy by giving a role to the local prefecture.
