Members of public sector unions have voted by a large majority to accept the pay agreement negotiated earlier this year. The agreement runs from 1 January 2024 to 30 June 2026 and provides for pay improvements worth 9.25% but because of flat-rate elements this rises to 17.3% for lower paid workers. The INMO nurses’ and midwives’ union has called on the Health Service Executive (HSE) to end the moratorium on recruiting frontline patient-facing staff. The HSE has revealed that emergency department attendances are up 13% compared to the same period in 2023 and 452 patients were admitted to hospital without a bed on a single day earlier this month. INMO warns that its members are bearing the brunt of public disappointment and in some cases aggression for the state of the health service while working in extremely challenging environments. Fórsa, SIPTU, INMO, AHCPS and other public service unions are consulting their members over the latest pay offer from the government which would provide for a series of pay increases over a 30-month period from 1 January 2024 to 30 June 2026. The unions have until 25 March to complete the ballots. Public services unions, including Fórsa, SIPTU and INMO, were very disappointed with the government’s initial pay offer as part of the negotiations for a new, multi-year public sector collective agreement. The unions say that the offer revealed the lack of preparedness of the government to negotiate a sustainable deal. The Fórsa trade union reports that the breakdown of public sector negotiations in December, has led to public service unions planning possible ballots on industrial action. The 19 trade unions that make up the Public Services Committee of the Irish Congress of Trade Unions are set to meet on 11 January to decide whether to ballot if there is no progress on negotiations with the government. Negotiations mainly on issues other than pay began at the end of November with 11 meetings taking place up to Christmas but without conclusion and without moving on to pay bargaining. The leadership of the INMO nurses’ and midwives’ union held an emergency meeting on 10 November to discuss possible industrial action in response to the announcement by the Health Services Executive that it was extending its current recruitment freeze to almost all nursing and midwifery grades until the end of the year. The union said that the announcement came without documentation or consultation with the union and a request for a meeting was declined. INMO calculates that there are currently around 2,800 nursing and midwifery vacancies in the health service, which urgently need to be filled

Members of three trade unions – Fórsa, SIPTU and INMO – are voting on whether to accept a deal that might resolve a long-standing dispute over pay affecting non-profit health providers. The unions have been seeking to restore pay parity between workers in these bodies and directly employed public sector health and social care staff. Strike action was due to begin on 17 October but a revised offer from the employers lead the unions to suspend the action and consult members. Fórsa members across eight health and social care professions are set to take industrial action from 11 September in dispute over the career pathway review. Over 90% voted in favour of action, demonstrating the level of frustration with negotiations that began in 2018. The workers are employed in both the public and non-profit sectors and are demanding implementation of the promised career pathway review, meaningful discussions on clinical specialisms, advanced practice and management roles. The strike by retained firefighters over pay and staffing was due to go ahead on 26 July after being suspended by the SIPTU union to allow for a Labour Court hearing. At the hearing the employers failed to produce an acceptable offer and the date for action was confirmed by the union. A nationwide strike on 7 June by SIPTU members in local authority water services was averted following the decision by the government to guarantee that any workers who do not want to transfer to the new public water company, Uisce Éireann, will have all their earnings protected. The key issue for the union was to secure the guarantee in relation to workers’ allowances and overtime payments they accrue currently as part of their work. In three separate disputes, members of the Fórsa and SIPTU trade unions have voted in favour of industrial action. In the ambulance service, SIPTU members voted with a 95% majority to back industrial action following the refusal of management to implement a restructuring plan that had been negotiated with and was fully supported by the union. Meanwhile, SIPTU members in the water sector will take strike action on 7 June unless there is a guarantee that their local authority pay and conditions will be protected when they transfer to a new employer, Uisce Éireann, a new standalone public utility

The SIPTU trade union is balloting ambulance staff over industrial action in response to the failure of the Health Services Executive to implement a plan to restructure the service and pay system. The union was involved in negotiations with the National Ambulance Service over several months, agreeing a proposal that would deliver new job descriptions, pay grades and upskilling of staff. SIPTU is challenging the argument that the service level changes can be delivered but apparently not the improvements to workers’ pay and conditions. The ballot runs until 4 May.
