Sweden: Research finds no clear evidence of benefits of liberalization or privatization of welfare services

A report by the SNS centre for business and policy research argues that after 20 years of privatisation and liberalisation in Sweden there is no substantial evidence of any benefit to those using welfare services. The SNS report examines a range of studies that have investigate the impact of privatisation and the introduction of choice of provider into welfare services such as social care and education. It says the overall findings are inconclusive, noting the difficulty in assessing outcomes in terms of service quality. The report calls for more regulation and greater monitoring to try to prevent negative consequences, particularly for some of the more vulnerable users of welfare services.
