The main public service federations - Fp-Cgil Cisl-Fp and Uil-Fpl - have issued a joint response to the government plans for rules on worker mobility across provincial government. The unions argue that the proposals threaten salary supplements and take no account either of workers' skills and professionalism. The federations say that they had put forward proposals that would have involved assessing functions and mapping skills across the sector but the government ignored them and come up with more cumbersome proposals instead. The unions will be campaigning for Parliament to amend the proposals.

Unions criticise two decrees on health workers
Trade unions have strongly criticised the health minister for publishing two Royal decrees affecting health workers. The first would allow non-nursing staff to carry out some nursing duties. Unions say there are no details on how this would work in practice. The second provides powers to requisition health staff to work. The unions argue that this comes at a time when the infection rate is beginning to fall but more importantly was not even needed at the height of the crisis when health workers were doing all they could do fight the pandemic. Unions criticise draft law on civil service mobility and careers
A draft law that would change the rules on civil servants’ job mobility and career progression is being debated in the National Assembly a year after being passed by the Senate. Unions are very worried about the implications of the legislation which they say will make it easier for public sector employers to make civil servants redundant during a restructuring and to make more use of fixed-term workers. National demonstration over restructuring in provinces and cities
The public service federations - Fp-Cgil, Cisl-Fp, Uil-Pa and Uil-Fpl - organised a national demonstration in Rome on 11 April in protest at the impact of restructuring in public administration at provincial and metropolitan level. The unions argue that massive cuts in funding are leading to a decline in services while restructuring is leading to lots of temporary workers as well as permanent staff losing their jobs. The unions want to see proper negotiations to improve services and reduce waste and that will make full use of the skilled professional working in the sector. [Read more at > Fp
