A new 22-month agreement covering 80,000 workers in the mental health sector will be put to members for approval. The three main unions have secured a 3.25% overall pay increase that includes a 0.75% rise in August 2011, with a 0.25% one-off payment (minimum €25) in November and an additional 0.5% on the end-of-year bonus in December. In 2012 there will be a 1% increase in salaries in September, another 0.25% (minimum €25) payment and the end-of-year bonus will rise by another 0.5% taking it to 6.75%. While this keeps salaries rising in line with the rest of the health sector, unions are concerned that mental health will suffer disproportionately from planned cuts. It accounts for around 10% of health expenditure but will account for 35% of the overall cuts.

Abvakabo, CNV Publieke Zaak and NU’91 have negotiated a new 24-month collective agreement in a difficult bargaining environment, with the government talking about cuts to the health budget. There will be a 1% pay increase on 1 October 2009 and another 1% on 1 August 2010. The year end bonus payment will be worth 5.25% of salary in 2009 and 5.75% of salary in 2010 while there will also be a 0.65% lump sum payment. Tough negotiations in hospitals and mental health
The FNV and other unions are facing tough negotiations in both hospitals (200000 workers) and mental health (80000 workers). In the hospital sector the employers have made an unacceptable offer of a 2.5% pay rise when the unions are looking for a 5% increase as well action to protect working time and rest periods and initiatives on employee health and training to improve retention. Similarly, in mental health unions want better pay and limits on flexibility but are being confronted by employer demands to reduce working time protection and sick pay provision.

Unions organising in the mental health sector have negotiated a new collective agreement which will be put to a membership vote for approval. There will be pay increases of 1.75% on 1 July 2015 and 1.25% on 1 July 2016. There will also be a 0.5% increase in the annual bonus in December 2016 and a lump sum payment of 0.5% of salary on 1 December 2015, followed by a further payment of 0.3% of salary in December 2016.
