National and European Administration, Social Dialogue
The European Social Dialogue Committee for Central Government Administrations (SDC CGA) was established by the European Commission in 2010.
It brings together representatives of trade unions (TUNED), led by EPSU, and employers (EUPAE) from this sector with a view to:
- improving the functioning of administrations;
- establishing EU minimum standards on working conditions;
- promoting social dialogue at national and European levels;
- influencing EU policy on public administrations.
EUPAE (European Public Administration Employers) represents 19 EU governments including 12 members (Belgium, Czech Republic, Finland, France, Greece, Italy, Lithuania, Luxembourg, Portugal, Romania, Spain, and Slovakia) and 7 observers (Germany, Austria, Hungary, Ireland, Latvia, Malta, Slovenia). (The UK was a member until the Brexit).
TUNED (Trade Unions' National and European Administration Delegation) consists of a majority of EPSU affiliates with complementary representativity of affiliates from CESI (Germany, Austria, Hungary, Luxembourg and Slovenia).
Multi-sectoral project on “the role of social partners in preventing third-party violence and harassment at work"
HOSPEEM, EPSU, CEMR, CESI as co-applicants and ETF, ETNO, ETUCE, EUPAE, UITP as associated organisations have been provided with financial support from the European Commission for a joint project in the field of social dialogue: “The role of social partners in preventing third-party violence and harassment at work” in the years 2021 and 2023 (VS/2021/0046).
First meeting of the year for the EU social partners for central governments: whistleblowers’ protection, digitalisation, violence and harassment on the agenda
At their meeting on 8 February, the EU social partners, EUPAE and TUNED, finalized and adopted a statement calling for an effective transposition of the EU directive on whistleblowers’ protection in central or federal governments
On Thursday, 6 October the EU social partners for central governments, TUNED for the trade union side and EUPAE for the employers, signed a new agreement on digitalisation with the participation of the European Commission.
On Friday, 17 June, the EU social partners for central governments – TUNED led by EPSU for the trade union side and European Public and EUPAE for the employers - reached a landmark agreement on digitalisation.

At the 14 October NEA committee meeting, about 35 delegates representing central governments in 20 countries reviewed the state of play with the EC-backed negotiations of an EU social partner agreement on digitalisation.
(Brussels, 2 September 2021) Today, the Court of Justice of the European Union issued its verdict on the case EPSU (the European Federation of Public Service Unions) brought against the European Commission.
The verdict of the General Court in the case of European Public Service Union (EPSU) v Commission (T-310/18) is continuing to cause concerns due to its chilling effect on the European social dialogue.
