The SINTAP trade union has reached an agreement with Águas de Portugal water company that applies to the union’s members and delivers a 3% increase, with a minimum of €53, an increase in the food allowance to €7.60, as well as establishing an entry salary in the company of €905. Workers with more than 10 years’ service get further improvements. Meanwhile, the STAL trade union has been active in the waste sector where it has been involved in protest and industrial action to secure better pay and conditions for workers in the FCC and Resinorte companies. The ADEDY public sector trade union confederation has called a national, public sector strike for 21 May over the cost of living and low pay across the public services. ADEDY argues that the pay rise awarded from 1 January 2024 of €38-€42 a month has done little to compensate for the loss of purchasing power over the years since austerity. The confederation says that a nurse has to survive on a net salary of €680. The SAK trade union confederation has decided to suspend the industrial action taken by a number of its member organisations in order to engage with the government over its programme of welfare cuts and anti-union measures. The actions began on 11 March and were suspended on 8 April. The unions involved were in both public and private sectors – the industrial union, the AKT transport workers' union, service union PAM, the construction union, the JHL public and welfare sector union and the electricity union. Trade unions in the municipal sector have been negotiating with the SKR and Sobona employer organisations in local and regional government with differing outcomes so far. The Vision trade union, representing mainly white-collar workers has settled on the basis of a 3.3% general pay rise and commitments to a review of working hours and joint initiatives to deliver healthier workplaces. Earlier this month the OSZSP health union and other trade unions met with Ministry of Labour officials to discuss proposed amendments to the labour code which have serious implications for workers in the healthcare sector. The governments wants changes in relation to shift lengths, overtime work and, of most concern, the introduction of 24-hour shifts. The OSZSP and the doctors’ union underlined the need to safeguard employee rights and criticized proposals that could undermine worker protections. The European Trade Union Confederation (ETUC) has highlighted that the combination of inflation and pay trends means that the living standards of European workers have still not recovered from the cost-of-living crisis. Data from the European Trade Union Institute’s Benchmarking Working Europe 2024 shows that pay, after inflation is taken into account, fell by 0.7% in 2023. Workers in Hungary (-3.8%), Czechia (-3.8%), and Italy (-2.6%) faced the biggest falls in purchasing power last year. Germany (-0.9%) and France (-0.6%) were also among the 10 member states where wages failed to catch up

On 13 March, the International Labour Organization’s (ILO) governing body endorsed an agreement on living wages. This acknowledges that decent wages are central to economic and social development and to advance social justice. The document also says that living wages play an essential role in reducing poverty and inequality and ensuring a decent and dignified life. For the ILO, a living wage is the wage level necessary to afford a decent standard of living for workers and their families, taking into account the country circumstances and calculated for the work performed during the normal hours

New research from the European Trade Union Institute looks at the role that institutional and economic factors play in shaping wage floors and protecting workers at the low end of the wage distribution. Using data for the period 2007 to 2021, it shows that wage inequality has on average declined across the EU, primarily due to convergence between countries. In line with expectations, strong institutional support, such as statutory minimum wages with greater bite and a higher collective bargaining coverage rate, are associated with lower inequality and a better position for vulnerable workers

Trade unions, including Sanitas and Columna, have managed to secure pay increases for workers in health and social services. According to Sanitas, increases in the health sector vary according to occupation but range up to 26.8% with 20% in social assistance. The union has also been able to resolve discrepancies in salaries affecting a number of specific occupations. Meanwhile Columna has also been active in local government where it organised strike action on 19 March involving nearly 19000 workers as it tries to ensure that the pay increases that apply to health, education and social care

While several unions in Sweden have put shorter working time on the bargaining agenda (see also article on Sweden in this newsletter), there are only a few cases in social care where a shorter working week has been implemented. The three public service federations – FP-CGIL, CISL-FP, and UIL-FPL – report a successful national strike of workers employed by the Federcasa social housing organisation. The unions have been negotiating on the 2022-2024 collective agreement since last autumn and resorted to strike action to put pressure on the employers to improve their pay offer and ensure that there is an additional payment to cover the delay in negotiating the agreement. The action on 20 February included a sit-in in Rome and many regional demonstrations across the country, including in Trentino, Liguria, Lombardy

Members of ver.di at the state-owned DAK health insurance company took strike action on Tuesday 12 March to put pressure on the company in the lead up to the third round of collective bargaining. DAK only marginally improved its offer in the second round of negotiations. Ver.di has called for a 12.5% pay increase with at least €555 more per month – for a term of 12 months. For trainees, there will be €250 more per month. DAK employs around 12,000 people nationwide and the next round of bargaining was due on 15 March.

A new report from the Swedish Association of Health Professionals (SAHP) shows that more than four out of 10 young people up to the age of 29 do not believe that they will stay in healthcare for the rest of their working lives. One in five young people testify that the workload is so high with inadequate rest and recovery that it cannot be managed. The union argues that if young people leave the health care system, the existing staffing shortages will worsen. The report shows that more than half of young people feel that staffing is rarely or never sufficient and 85% believe that the workload
