Getting to grips with digitalisation
Digitalisation has the potential to positively transform public services and the jobs of public service workers. Quicker and easier access to services and increased participation of citizens can be combined with better quality jobs as repetitive work is replaced with more fulfilling tasks. However, trade unions must be involved in the transformation process not just to ensure that workers have their fare share of the benefits of digitalisation but also to deal with the potential downside. This briefing, produced for EPSU's 2019 Congress, highlights some of the work done on this issue in recent years and sets out the current priorities.
Union concern over delay in telework agreement
The CCOO trade union has expressed its concern and disappointment that the agreement on telework that was negotiated last April may not take full effect until October rather than January as claimed by the public services minister. The union says that the Draft Royal Decree will require about two months for processing and publication and then three months for the administration to determine the criteria for the jobs that can be provided by telework. ETUC welcomes draft directive on platform work
The ETUC says that the proposed directive on platform work should deliver rights to platform workers, like paid holiday and sick pay, which have been standard for other workers for the best part of a century. The directive provides the possibility to ensure that platform workers get a secure contract and guaranteed wages rather than the fake self-employment with no protection, no pay between jobs or sick pay. Two-week strike stops threat to pay and conditions
The JHL public services union has successfully defended the pay and conditions of workers employed by the Arkea municipal company that provides catering and other services to the Turku local authority. The company had sought to change collective agreements that would have meant significant changes to pay rates with some workers potentially losing out by as much as 30% of their earnings. The strike action led to negotiations with the company which will now stick with the current agreement which is due to be re-negotiated next spring.

The JHL public services has organised strike action at the Arkea Oy municipal company, owned by the City of Turku. The union is challenging the company’s plans to switch employers' organisation and transfer around 1000 employees to a different collective agreement with poorer pay and conditions. Lower-paid workers could see their pay cut by 15%-30%. The city's group management has given the plan its blessing and discussions between the trade union JHL and Arkea have not yielded any results. Report underlines role of social dialogue in digitalisation at work
A new report from the Eurofound research agency argues that social dialogue plays a critical role in digitalisation at the workplace. It says that an approach that disregards employee participation and engagement will amplify negative impacts on working conditions while in the context of technological change, social dialogue can encourage greater acceptance by employees of new technologies.
