Unions and other organisations mobilised for women’s strike
On 24 October, the BSRB public sector federation was one of more than a dozen organisations supporting a day of action calling for urgent action to address gender inequality, the gender pay gap and to tackle gender-based and sexual violence. Actions ranged from strikes and demonstrations to the withdrawal of all forms of labour, paid and unpaid. Since the first women’s day of action in 1975, unions and other organisations in the country have organised major strikes and protests and there has been some reduction in gender inequality. Trade unions react to detailed public sector pay analysis
Last month the Wage Structure Committee produce a detailed report on pay in the public services as a basis of a tripartite discussion that is due to begin in the autumn and that will have an impact on negotiations of the next three-year collective agreements in the public sector that will run from April 2024. The committee, with trade union participation, was set up in 2021 as a first step in trying to address the persistent problem of pay inequality across the public services and the major staff shortages across many occupations. Unions build for 14 June – feminist strike
EPSU affiliate vpod/ssp is mobilising for the annual feminist strike which takes place on 14 June with actions and protests organised across the country. The strike focuses on the continuing inequalities that women face along other forms of discrimination, sexism, sexual harassment and violence. The union highlights data showing an 18% pay gap across the economy with the public sector at 15.1% below the private sector at 19.5% but the figure for the health sector specifically also at 19.5%. ETUC highlights cost of pay transparency directive delay
Research by the European Trade Union Institute (ETUI) shows that delays in implementing the EU’s newly passed pay transparency directive would cost women workers an average of €17,000 in lost wages. The final text of the directive was adopted by the European Parliament on 30 March. The directive includes a ban on pay secrecy clauses and the right for women workers and their unions to request transparent information on pay. Unions sign local government agreement
The three public service federations – Fp-Cgil, Cisl-Fp and Uil-Fpl – have negotiated a new collective agreement covering 430,000 workers in local government. Workers will see pay rise by 4%-5% with the higher increases for the lower paid. There are improvements to the system of career progression and changes to the salary table. There will be new rules on remote work and a strengthening of the industrial relations system, particularly with regard to local bargaining. Government intervenes to end nurses’ strike
After 10 weeks of action, the strike coordinated by the DSR nurses’ union was brought to an end by government intervention. This means that a recommendation by the conciliation commission will be imposed even though it had been rejected by a large majority of DSR members. The union argues that the government is deaf to the long-standing demands of nurses over the unfair pay structure in the public sector. Agreement in municipal sector while firefighters plan strike
The SKVNS trade union has signed a new collective agreement in the municipal sector that will deliver a 5% pay increase, reimbursement of travel-to-work costs on public transport, 100% allowance for work on holidays and extra time off for parents. Meanwhile the SPGS firefighters’ union is planning a 48-hour strike on 30 June in protest at the government’s failure to engage in any proper social dialogue over a period of more than 14 months. The union wants to negotiate a collective agreement but also wants a guarantee that the government will also implement existing commitments.
European Commission finally publishes pay transparency directive
After considerable delay the European Commission published its draft directive on pay transparency which the ETUC welcomed as having many good principles but lacking the real tools to make it work in practice. While the ETUC expects the directive to reduce secrecy on pay, it is concerned that pay audits and action plans will only apply to organisations with over 250 employees. ETUC highlights pay inequality in push for transparency directive
The ETUC is publishing examples of pay inequality from around in Europe in its campaign to put pressure on the European Commission to deliver on its promise of a pay transparency directive. The ETUC’s first examples from the manufacturing sector clearly how women are paid less even when their jobs require the same levels of skill and physical effort as those of men. The ETUC also points out that the Covid crisis has exposed the deep-rooted bias behind wages for professions dominated by women, with carers and cleaners recognised as ‘essential’ despite being amongst the lowest paid. Closing the gender pay gap in public services in the context of austerity
EPSU report on the gender pay gap in public services across Europe pointed to positive change between 2010-16 with the gender pay gap falling in education, health and social work and public administration (central and local government) and generally narrower than in the business sector.
