New two-year agreement in central government
The ST civil servants’ union, part of the OFR/S,P,O group of negotiating unions, concluded a new collective agreement with the Swedish Agency for Government Employers on 30 September. The overall wage development will be 7.4% over two years in line with wage trends in the export industry sector. Union wants to see collective agreements against sexual harassment
A new survey by the Vision trade union shows that just over one in 10 social workers say they have suffered sexual harassment in the past year. The union is concerned that the relevant legislation is not being applied and wants to see local collective agreements with more effective measures to tackle the problem. The survey also found that one in seven women between the ages of 20 and 29 say they have been harassed in the past year by someone who is not a colleague. Health professionals’ union calls for action on violence
A survey for the SAHP trade union found that 43% of its members faced violent threats at some point in 2022 and 22% were subjected to actual violence at some point during the year. The research revealed that mental illness and the influence of alcohol and/or drugs are the most common factors in violent incidents. Worryingly only half of those subjected to threats or violence say that some form of report was made. The SAHP says that employers should always show zero tolerance for threats and violence against healthcare professionals and must increase the preventive work with risk assessments
Survey reveals high workloads and stress among government workers
A major survey by the ST trade union found that seven out of 10 government employees report feeling stressed at work, with many citing lack of influence at work as a contributing factor. The union found that state sector employees are more stressed than those in the labour market as a whole. Some 55% said that their workload had increased in the previous two years, with almost 30% feeling that they cannot speak up when they have too much to do. Unions to consult members over pay coordination plan
The LO, mainly blue-collar workers’ trade union confederation, has put specific figures to its proposed pay coordination formula that it has drafted for the pay bargaining round in early 2023 with a key aim of supporting lower paid workers. The general pay claim would be for a 4.4% increase but with a minimum increase of SEK 1192 (€110) for those earning less than SEK 27100 (€2500) a month and with an increase of SEK 1371 (€126) on minimum wages in collective agreements. The majority of LO member organisations backed the plan although there are some concerns that the overall target is too low
Confederation agrees to coordinate on pay
The LO confederation, with 14 affiliates representing mainly blue-collar workers, has agreed a formula to coordinate collective bargaining on pay in the upcoming wage round. This includes a commitment to focus on lower paid workers with an aim to secure increases in minimum wages in collective agreements by specific amounts in Krone to underpin general percentage pay rises. Unions welcome settlement in Church of Sweden dispute
Several unions, including Kommunal, Vision, ASSR and Vårdförbundet, have welcomed the resolution of a dispute with Church of Sweden over a transition agreement. The dispute, which involved some targeted industrial action, meant that the pay rise and general collective agreement for 2022-23 were postponed but are now being implemented as the unions finalise the details of the agreement covering job transitions with important provisions on careers and training.
Report reveals impact of energy deregulation on working conditions
A survey of the membership of the SEKO trade union in the energy sector reveals that the working environment has deteriorated in the years since deregulation. It found problems with, among other things, risks of working alone, stress and increasing overtime. The survey identified differences between those directly employed by energy companies and those working for construction companies where 54% believe that their work environment is negatively affected by the current procurement system, compared with 34% of those who are employed by a plant owner. A new study of the impact of the pandemic in social care in eight countries reveals the problems faced by social care workers and the extent to which trade union action has helped to address issues around personal protective equipment (PPE), sick pay, working time and understaffing. State sector unions set out bargaining priorities
The nine state sector unions in the OFR/S,P,O bargaining council have set out their main priorities for the upcoming bargaining round. Vision and Kommunal, the trade unions representing workers and managers in eldercare, have issued a joint call for action on working conditions and work organisation to address the long-standing problems in the sector that have been highlighted by the COVID-19 crisis. The unions underline the importance of continuity of care that they say is best delivered through a stable base of long-term and full-time employment.
