The FSC-CCOO and UGT-SP public service federations are to declare a collective dispute with the Tax Agency which will coincide with the start of the Agency’s campaign on filing income tax returns. The government has announced that a group of experts from different fields would be established to analyse and formulate proposals for reform. The unions say that it unacceptable that any such work that will affect the working conditions of public employees in areas like digitalisation, for example, should be carried out without negotiation or union participation. The Sanidad-CCOO and FeSP-UGT public service federations have called for a range of actions in the elder care sector in the wake of the COVID-19 crisis. Both federations were already campaigning to secure better pay and conditions for the workforce, 90% of which are women. They both argue that the impact of the pandemic has further exposed the fundamental problems of low pay, inadequate staffing, stress, excessive workloads. These have been compounded by the lack of personal protective equipment and inadequate testing which have exposed both workers and service users to the virus. Key union

The FSC-CCOO and FeSP-UGT public service federations have been setting out key demands in relation to the rules that should apply before a return to work in public administration. The FSC-CCOO is highly critical of the return-to-work plan drawn up by the government which it says fails to take account of key advice from the ministry of health. It also points out that there is nothing in the plan in relation to telework which is currently being done by around 60% of public administration workers. The CCOO-Sanidad health service union has repeated its call on the government to change the protocol on discharging health workers from treatment for COVID-19 and returning to work. The union argues that the procedure should be no different to that applying to other workers and that it is essential to ensure that health workers have completely recovered from infection. It warns that pressure to get health staff back to work has contributed to the 19400 health worker infections and 13 deaths. The health and social service federations - CCOO-Sanidad and FeSP-UGT - are planning to mobilise workers in the care sector in March to put pressure on employers to negotiate a collective agreement. The unions will organise protests outside the head offices of the main companies in the sector highlighting the problems in relation to low pay, health and safety and inadequate staffing that face the 250,000 overwhelmingly women workers. The unions are also calling on the government to tackle underfunding of services and to ensure decent working conditions through procurement.

The three prison unions - FeSP-UGT, ACAIP and FSC-CCOO - organised a demonstration in Madrid on 24 September to coincide with an event organised by the prison service management to celebrate their patron saint. The unions highlighted the urgent staff shortages - around 3000 across the service - and the daily attacks against prison workers. They also raised issues such as the lack of negotiations and unilateral decisions by management and the need for pay to properly reflect the demands of the job.

The unions UGT-FICA and FSC-CCOO are both very positive about negotiating a new four year agreement with the AGA employers' organisation in the water sector. The agreement will run until 2022 and covers around 20000 workers. There will be a 3% pay increase in each year but there is also an opening clause if inflation exceeds this figure. Working time is reduced by eight hours with annual total of 1744 from 2020. There is a wide range of other measures relating to health and safety, work-life balance, equality and digitalisation among others.

Prison unions, ACAIP, FeSP-UGT and FSC-CCOO, organised lunchtime protests outside every prison service establishment on 20 March. They were reacting to the knife attack on a member of staff at the Soto del Real prison in Madrid. The unions argue that prison service management is failing to take adequate action to tackle increasing violence across the service, noting that the prison service has been condemned by the Central Labour Inspectorate for failing to properly apply occupational health legislation.

Firefighters' unions in Spain and Italy are calling for government action to address a number of longstanding issues. In Italy the FP-CGIL trade union has declared a state of agitation around a number of key demands related to the collective agreement, recruitment, occupational safety, pensions and the right to elect workplace representatives. The union wants to see action to reduce bureaucracy and increase investment. Meanwhile, in Spain the unions want a framework law to establish a clear national structure for the service which is characterised by significant differences across the regions
