Trade unions, including Sanitas and Columna, have managed to secure pay increases for workers in health and social services. According to Sanitas, increases in the health sector vary according to occupation but range up to 26.8% with 20% in social assistance. The union has also been able to resolve discrepancies in salaries affecting a number of specific occupations. Meanwhile Columna has also been active in local government where it organised strike action on 19 March involving nearly 19000 workers as it tries to ensure that the pay increases that apply to health, education and social care

The Sanitas and Columna trade unions are trying to make progress on a number of fronts, including securing pay increases for workers in health, care and local government for 2024 and to negotiate sector-wide agreements in all three sectors. In local government Columna is calling for guarantees that workers will be paid according to a national pay grid and no longer covered by each local authority and it also wants agreements to cover the sector or groups of authorities and not council-by-council. The vpod/ssp trade union is busy building support for a national demonstration in Bern on 16 September with a key demand for a 5% pay rise. The union highlights recent data on price increases, particularly for energy, while average real pay has fallen for three consecutive years – the first time this has happened for over 70 years. The data also show how the low paid have fared the worse with women forming the majority of this group. Thousands of employees of the Waadt/Vaud regional government are involved in strikes and protests in response to the employer’s offer of a pay increase of only 1.4%, one of the lowest offered across the whole of the country. The day of action on 31 January was supported by even more workers than the first one on 23 January and the next strikes and protests are set for 9 February. The president of the regional council has attacked the trade unions and is so far refusing to negotiate.

The vpod/ssp public services trade union is mobilising its members around the country in support of action to secure higher pay. The union is organising a rally in Bern on 18 November where the regional government is proposing a pay rise of only 2% leaving workers with an effective pay cut. A day of strike action has already taken place in Geneva on 12 October and further action is planned for both 3 and 24 November. Vpod/ssp members in Fribourg are demanding a 4% pay rise in the face of the 2.3% on offer. The union is collecting signatures for a petition which will be handed in on 4 December

The European and global trade union confederations (ETUC and ITUC) have written to the Romanian government to protest against the decision not to implement a pay increase for public sector workers. The letter also challenges the government on anti-union statements and threats to remove the right of trade unions to collect membership fees through check-off. EPSU also wrote to the government along similar lines in January and followed up this letter in March – with no reply received so far to either letter.

Public sector unions remain angry that the government has not only failed to implement a pay rise that was set in legislation last year but also refused to engage in social dialogue. This anger has been further fed by anti-union comments from the prime minister who has challenged the independence of public sector unions, their right to collect dues by check-off and their right to protest. Public sector unions have been active in protests against the government’s refusal to abide by legislation and implement a pay increase for public sector workers. They are also challenging the government for its failure to agree to any social dialogue with the unions and are concerned about possible cuts to bonuses and holiday allowances. Health workers took action in January and other public service workers continued the protests through February and are now considering what further action to take. Public sector unions are angry that the government has issued an emergency ordinance to block a pay increase and bonus payments that are due for implementation this year. The pay rise was part of a four-stage increase that was set out in legislation passed in 2017. Unions are particularly concerned about the impact on lower paid workers as some higher paid staff are already benefiting from pay rises. Protests have been organised across the country, including pickets of key ministries. EPSU sent a letter of protest to the president and prime minister and other key people.

The Federation of Trade Unions Gaz Romania (FSGR) has said it may resort to strike action if the ENGIE energy company doesn't respond to its demands on pay. The union argues that the employers have failed to come up with a reasonable offer and also to provide information needed for the negotiations. The union has been in contact with the Labour Inspectorate to help put pressure on the company to provide the requested data and it hasn't ruled out possible legal action to be accompanied by protests and strikes.

The SGB trade union confederation and the vpod public services union have called for a general wage increase of between 1.5% and 2.0%. But the vpod also highlights the need to address the fall in real pay in the public services as well as the importance of ensuring higher pay for jobs dominated by women. Meanwhile the federal court has thrown out a challenge to a proposed minimum wage in the Neuenberg Canton, opening the way to implementation of an hourly minimum of CHFr 20 (€17.50).

(June 2017) The vpod public services union has called for an end to internships in childcare and additional funding to ensure a proper provision of training in the sector. The union argues that many employers exploit the intern system to keep staff costs down while there is evidence that many workers who start on internships as a step towards a proper traineeship are disappointed as too few training places are available. While some authorities and employers have tried to regulate internships, vpod argues that they should be abolished completely.
