Pay rise in water – action in waste
The SINTAP trade union has reached an agreement with Águas de Portugal water company that applies to the union’s members and delivers a 3% increase, with a minimum of €53, an increase in the food allowance to €7.60, as well as establishing an entry salary in the company of €905. Workers with more than 10 years’ service get further improvements. Meanwhile, the STAL trade union has been active in the waste sector where it has been involved in protest and industrial action to secure better pay and conditions for workers in the FCC and Resinorte companies. Union negotiates pay rise in private care
The SINTAP trade union has negotiated a new collective agreement with Private Institutions of Social Solidarity (IPSS) which provide care services to children and the elderly among others. The agreement includes a pay increase which works out around 3.75% on average. There is also a service-related increase of €21.00, for every five years of service, up to a limit of six seniority periods. SINTAP sees this as a very positive outcome but is committed to continue to work to secure IPSS workers the same salary and career development conditions as those in public administration.
Strike in private hospitals and across public services
Nurses in Portugal have been involved in strike action in both private and public sectors. The SEP trade union organised a one-day strike on 16 March over pay, hours and other conditions in the private sector and it joined a larger strike across public services on 17 March with similar demands and involving other public service trade unions, including STAL.
Strike action to hit private hospitals as public sector unions take action
The SEP nurses’ union has called for a day of strike action on 16 March in the private hospitals that are part of the APHP employers’ organisation. The main demands include a 35-hour week for all, a pay increase of 10% and similar increases on allowances, 25 days’ paid leave a year, improved unsocial hours payments and a higher meal allowance. Public sector unions in the Frente Comum are also continuing their campaign for better pay with a strike in public administration on 17 March and national demonstration on the 18th.
Union signs deal with government while others plan action
The SINTAP public service union has signed an agreement with the government that will see pay increase by €52.11 a month in each of the years 2023 to 2026. The agreement also includes an increase in the food allowance and a range of pay improvements for selected occupations as well as commitments on career development. Meanwhile, the STAL local government union and other unions in the Frente Comum are planning a national strike on 18 November as they believe the proposed pay increases are inadequate.
Municipal service companies pose different challenges for unions
The SINTAP public service trade union has negotiated a new collective agreement with the Inova company that provides waste, water and other municipal services in Cantanhede in the Coimbra district. The union highlights in particular the progressive reduction of working hours in 2022 and 2023 to 35 a week; changes to the timing of night work; additional holiday entitlement – an extra day for each 10 years of service and general increase in annual leave to 25 by 2023. Nurses and waste workers in action
The SEP nurses’ union took part in a week of action (7-11 December) coordinated by the CGTP trade union confederation. For the SEP the key issues are precarious employment, recruitment and working time. The union wants to see all nurses on precarious contracts switched to permanent employment and argues that all nurses, regardless of contract, should accumulate points for their career progression. Unions raise concerns about approach to telework
Unions organising in state administration in both Spain and Portugal have raised serious concerns about the approach to telework and particularly governments taking the opportunity to regularise arrangements that were only adopted on an emergency basis. While there is recognition of the potential benefits to work-life balance, unions argue that fundamental issues need to be addressed through collective bargaining in relation to working time, the right to disconnect, provision of equipment, health and safety, training, contact with the workplace and the voluntary nature of the decision to
Public sector unions plan strike action on 20 March
The FESAP and Frente Comum federations of public sector trade unions are planning strike action on 20 March in protest at the pay increase implemented by the government which is worth only 0.3% for most workers. The FESAP federation is also planning a number of other initiatives including testimonies of individual workers about the difficulties they face as a result of the long-term pay freeze and low increases that they have suffered. These will be sent to the government. A national action is also planned for 19 March and conference on the future of the public service on 30 March.
Unions maintain campaign over pay, pensions and other conditions
Local government union STAL and other unions in the public sector Frente Comum took part in a major national demonstration on 10 May as part of their long-running campaign to improve pay and working conditions in the public services and reverse the cuts imposed as part of austerity measures. Along with higher pay and better pensions, the unions want to see clear commitments to improve career progression and action on working time.
Firefighters protest over careers, pensions and working time
The STAL and STML unions representing firefighters organised a protest in Lisbon on 16 April outside the Interior Ministry. The main concerns for the unions are about government proposals to reform the career structure for firefighters and to reduce retirement benefits. Other issues relate to payments for oncall time, 12-hour shifts and implementation of a pay structure that the two unions negotiated with the ministry. The unions have been frustrated by the government's reluctance to negotiate, delaying and then postponing a meeting due on 2 April.
Massive support for strikes but government intervenes in health sector
Public service unions report very high levels of support for the national strike action on 14-15 February. All sectors of the public services were affected and this gives strength to the unions' claims to end the 10-year pay freeze and to address a wide range of other issues including career progression. Public sector unions take strike action
National strike action across the public sector took place on 14-15 February as unions pushed the government to end its austerity measures that have taken a toll on public service workers. Unions in the FESAP federation took action over the two days while the Frente Comum group of unions joined on 15th. The unions have some common demands, particularly the urgent need to end the pay freeze and provide a pay increase for all public service workers.
