The SINTAP trade union has reached an agreement with Águas de Portugal water company that applies to the union’s members and delivers a 3% increase, with a minimum of €53, an increase in the food allowance to €7.60, as well as establishing an entry salary in the company of €905. Workers with more than 10 years’ service get further improvements. Meanwhile, the STAL trade union has been active in the waste sector where it has been involved in protest and industrial action to secure better pay and conditions for workers in the FCC and Resinorte companies. Nurses in Portugal have been involved in strike action in both private and public sectors. The SEP trade union organised a one-day strike on 16 March over pay, hours and other conditions in the private sector and it joined a larger strike across public services on 17 March with similar demands and involving other public service trade unions, including STAL.

The SEP nurses’ union has called for a day of strike action on 16 March in the private hospitals that are part of the APHP employers’ organisation. The main demands include a 35-hour week for all, a pay increase of 10% and similar increases on allowances, 25 days’ paid leave a year, improved unsocial hours payments and a higher meal allowance. Public sector unions in the Frente Comum are also continuing their campaign for better pay with a strike in public administration on 17 March and national demonstration on the 18th.

The SINTAP public service trade union has negotiated a new collective agreement with the Inova company that provides waste, water and other municipal services in Cantanhede in the Coimbra district. The union highlights in particular the progressive reduction of working hours in 2022 and 2023 to 35 a week; changes to the timing of night work; additional holiday entitlement – an extra day for each 10 years of service and general increase in annual leave to 25 by 2023. The SEP nurses’ union took part in a week of action (7-11 December) coordinated by the CGTP trade union confederation. For the SEP the key issues are precarious employment, recruitment and working time. The union wants to see all nurses on precarious contracts switched to permanent employment and argues that all nurses, regardless of contract, should accumulate points for their career progression. Local government union STAL and other unions in the public sector Frente Comum took part in a major national demonstration on 10 May as part of their long-running campaign to improve pay and working conditions in the public services and reverse the cuts imposed as part of austerity measures. Along with higher pay and better pensions, the unions want to see clear commitments to improve career progression and action on working time.

The STAL and STML unions representing firefighters organised a protest in Lisbon on 16 April outside the Interior Ministry. The main concerns for the unions are about government proposals to reform the career structure for firefighters and to reduce retirement benefits. Other issues relate to payments for oncall time, 12-hour shifts and implementation of a pay structure that the two unions negotiated with the ministry. The unions have been frustrated by the government's reluctance to negotiate, delaying and then postponing a meeting due on 2 April.

National strike action across the public sector took place on 14-15 February as unions pushed the government to end its austerity measures that have taken a toll on public service workers. Unions in the FESAP federation took action over the two days while the Frente Comum group of unions joined on 15th. The unions have some common demands, particularly the urgent need to end the pay freeze and provide a pay increase for all public service workers. Other demands covered career progression, training and action to tackle precarious employment. EPSU sent solidarity messages.

The SEP nurses' union reported 71% support for the start of its national day of strike action on 28 June. The action is the latest step in the union's campaign to ensure that all nurses benefit from the return to the 35-hour week promised to public service workers. The SEP is angry that the Ministry of Health has not only failed to recruit the required number of nurses to ensure that the 35-hour limit can be met but is proposing that new workers be employed on fixed-term contracts.

The strike action by health workers on 2-3 May helped the SINTAP public service union conclude an agreement that establishes equal treatment for 20000 health workers in terms of working time and other employment conditions. Workers on individual contracts employed in public enterprise hospitals did not have the same rights as workers directly employed by the national health service. The new agreement, signed on 4 May, now ensure that they have the same rights to the 35-hour week, holidays, supplements for overtime and night work and career development.

Workers in the Aguas de Portugal water company have been meeting across the country to ensure strong support for the strike action planned for 24 April. The action is over a number of major issues including low pay, career development, working time and reasserting the right to collective bargaining. Local government union STAL says that pay levels for some workers are intolerable with some on rates as low as EUR 586 a month and about 700 workers on less than EUR 750 a month. Workers at the Aguas de Portugal (AdP) water company are considering strike action if a number of key demands are not met. Apart from improvements in pay and career development, the workers want to see a progressive reduction in working hours and measures to address the fact that restructuring of the company has lead to many workers being on different rates of pay despite having the same length of service and responsibilities. Unions mobilised on the 27 March to put pressure on management which has so far failed to address these issues.
