Unions taking different approaches to working time
Following the article on Iceland, the latest in the series of articles on working time commissioned by EPSU from the Labour Research Department focuses on developments in the other Nordic countries. While several unions in Sweden have put shorter working time on the bargaining agenda (see also article on Sweden in this newsletter), there are only a few cases in social care where a shorter working week has been implemented. New strike action over pensions in early years education
Following successful strike action in private childcare providers last autumn represented by the PBL employers’ organisation, the Fagforbundet trade union is again calling its members out on strike this time in the companies that are part of the NHO employers’ organisation. The aim is to ensure that workers in NHO companies are entitled to pensions on the same basis as municipal workers and those in the PBL agreement. Union welcomes new legal provisions on full-time work
Public services union Delta has welcomed implementation of the amended Working Environment Act that ensures that employers give priority to full-time employment. The law requires that employers document any decision to hire workers on a part-time basis and to discuss issues relating to part-time employees with trade union representatives. The Labour Inspection Authority has powers to enforce compliance with the new regulations. Unions step up childcare strike
The public service unions Fagforbundet and Delta, along with the UF teachers’ union, are stepping up their industrial action to secure better pension rights for workers in private kindergartens. The action began on 17 October when mediation with the PBL employers’ organisation failed. More workers were due to join the action on 27 October which aims to ensure that workers covered by the PBL agreement have the same pension rights as childcare workers in municipalities. The action is getting widespread support, including a delegation from EPSU and its affiliates, and has helped boost union
Union welcomes draft law on full-time work
The Delta public services union is pleased that the government has come forward with a legislative proposal to make full-time work the norm. The union has been monitoring the situation closely and says that less than 20% of health professional jobs advertised since 2019 have been full-time positions. Delta will look in detail at the draft but says that the main provisions will mean that full-time work is prioritised and that employers will have to provide a justification for offering part-time work and discuss this with elected representatives. Special agreement covers overtime and pay for municipal workers
The continuing demands imposed by the COVID pandemic are being addressed by municipal trade unions and employers through a new agreement setting out rules on overtime. The agreement will be applied locally if agreed between the local union and employer and provides for higher overtime rates and limits on overtime hours. Overtime rates are increased to 200% on normal days and 300% on weekends and holidays. The rates also apply to part-time workers above 20 hours a week. The agreement sets a range of daily, weekly and monthly limits to overtime hours.
Culture workers’ strike secures pension improvements
On 3 September, employees in the opera, theatre and orchestras sector went on strike to demand a pension scheme that works equally for women and men and lasts a lifetime. On September 8, the strike escalated further and then more workers joined the strike after an unsuccessful mediation on 30 September. Another escalation occurred on 18 October before the dispute was finally resolved on 25 October. A new hybrid pension scheme will now be introduced ensuring equal treatment of men and women. Pay deal for workers in private and non-profit sectors and pensions win in Red Cross
Public sector unions have negotiated a wage settlement with the Virke employers’ organisation that includes private and non-profit companies delivering public services. The deal is in line with the settlement in the government sector, with a 2.7% pay increase but with a flat rate payment of NOK 1,500 (EUR 145) at all salary levels, backdated to 1 May. Strikes in hospitals continue while arbitration imposed in local government
The UNIO trade union confederation whose members cover workers with higher education has been pushing for higher pay deals in three negotiations – national local government, Oslo municipality and public companies represented by the employers’ organisation, Spekter. Victory for union in private health dispute
The Fagforbundet public services union is celebrating a positive result after 30 days of strike action by some of its members in the private health sector. The aim of the strike was to ensure that agreements in the sector kept pay in line with the public sector. This was achieved including an historic rise in the minimum wage up by NOK 80000 (EUR 7800) to NOK 300000 (EUR 29250). The government has imposed compulsory arbitration in a dispute between unions representing health and care staff in the private and non-profit sector and the NHO employers’ organisation.
