The FNV and other trade unions have suspended their industrial action and mobilisations in the youth care sector pending negotiations on the basis of an improved pay offer from the employers. This involves a pay increase of 8% on 1 January 2024 and 1.25% on 1 July 2024 with an additional lump sum of €400. There would then be a 3% increase for 2025 and inflation compensation to a maximum of 2.25%, if inflation is higher than 3%. The minimum wage will rise to €15 per hour and the working-from-home allowance to €3 per day. This compares to the previous offer of a 6.7% increase and additional 2%

The FNV and NU’91 unions have called a national day of industrial action across the hospital sector on 16 March when only a Sunday service will be provided. The unions are demanding a 10% pay increase in response to the surge in the cost of living and as one measure to help deal with the staffing crisis. The NU’91 also is also organising a broader campaign on the crisis in care with a demonstration in Utrecht on 9 March where it encouraged everyone to wear black and then to back its “every Tuesday in black” campaign.

Workers in over 50 hospitals are set to take part in industrial action this month as unions, including the FNV and NU’91, put pressure on the employers FBZ employers’ organisation to come up with a decent pay offer. The unions will be organising a “Sunday service” on the day of protest in support of their claim for a 10% increase for the 200,000 employees in the sector. They are also calling for improved travel allowances and greater control over work schedules. The FNV is taking further action in support of its demand for a 12% pay rise in the municipalities sector. A six-day strike by refuse collection staff in Rotterdam was set to begin on 15 February and a national demonstration was organised in Utrecht. The union has rejected as wholly inadequate an offer from the employers that would have delivered only 5% in February 2023 and 3% in April 2024. Meanwhile, action may follow in the hospitals sector if the NVZ employers’ organisation fails to meet a deadline to come up with a better pay offer. The FNV and NU’91 trade unions have rejected what the NVZ hospital employers have suddenly claimed is their final offer in the negotiations covering 200,000 health service workers. The offer is for a pay rise of 13% over two years but implemented as 5% in February 2023, 5% in December 2023 and 3% in September 2024. This not only falls below the unions’ call for an immediate 10% increase but FNV and NU’91 also strongly reject the employers’ proposals on allowances related to travel and short-notice shift changes. The FNV trade will launch a campaign of industrial action across local government on 24 January in response to the employers’ failure to come up with an improved pay offer. The union is looking for an increase of 12% and general compensation for inflation but the employers offered only an increase of 5% in February 2023 and 3% in April 2024. The action will begin with a two-day stoppage by waste workers in Almere near to Amsterdam. Action will also follow in Tilburg and Rotterdam and at the end of the month in Amsterdam. The collective agreement in the sector covers around 187000 workers.

The FNV and other unions that organise in the eight university medical centres (UMCs) are planning a third day of industrial action on 25 November unless the employers show willingness to re-open negotiations over pay, workloads and staffing. This will be the third day of action in the UMCs that employ around 80000 workers. The employers have said that they will negotiate over allocation of the extra €60 million of funding for pay provided by the government. However, the unions argue that even with the additional money this would still leave a below-inflation pay rise for the next three years

The FNV trade union’s campaign for urgent action on workloads in childcare has been stepped up with some regional mobilisations cancelled in order to concentrate on a national strike on 8 July. The union is angry that calls for increased staffing and reduced numbers of children per worker have fallen on deaf ears and the employers have offered nothing to address the problem.

Trade unions and employers have put forward a joint proposal to government for legislation to provide greater protection for precarious workers. If adopted, this will outlaw zero-hours contracts with all workers entitled to a minimum level of working hours each month. It will also aim to close any loopholes to ensure that all workers who’ve been on temporary contracts for three years will be offered a permanent contract. Further provisions include allowing temporary contracts only when required by illness or surges in demand and greater protection for temporary workers against dismissal. The

The FNV has been coordinating a series of actions by waste workers in support of its 5% pay claim for the sector. The union says that the employers’ “final” offer on pay is unacceptable as it would mean that some workers would not even see their purchasing power protected. The actions, including drive-in meetings, target different waste companies at different times and are aimed at raising the visibility of the dispute and are in compliance with COVID-19 restrictions.

The FNV trade union is seeking a 5% pay increase from 1 January 2021 for the 7000 workers in the private waste sector. It is also claiming a EUR 500 bonus in recognition of the increased risks that workers have faced during the pandemic. A 5% increase would be worth around EUR 50 gross per month, but the employers have only offered an increase worth EUR 40 gross as of 1 June. They have also only offered a EUR 250 lump sum. Trade unions in the public sector have written to the government, parliament and public sector employers to call for more staff, better pay and conditions and support for quality services - a new direction for the public sector rather than the austerity measures that are already being hinted at. Meanwhile, as hospitals gradually return to normal, the FNV has underlined the importance of ensuring that the collective agreement is properly applied in terms of working time, on-call, rest time and annual leave. The FNV public service union wrote to the government on 7 April raising serious concerns about the situation in care homes with many lacking personal protective equipment (PPE). While many care workers face long hours, the union has also raised the issue of other workers seeing their hours cut. This arises if home care workers are asked to stay away by their clients and/or they cannot provide care because of lack of PPE. The FNV trade union has negotiated a new 12-month agreement covering around 7000 workers in the waste processing sector. There will be a 3.75% pay increase with 2.75% paid in January and 1% in August along with a one-off payment of EUR 125. Two hundred workers on flexible contracts will be offered permanent jobs. There are also improved provisions for training and there will be talks over pensions and more possibilities for early retirement related to the arduousness of the job and length of service. The young workers' pay rate (18) will rise from 85% to 87.5% of the full adult rate.
