Public service unions have organised one of the biggest strikes and mobilisations in Northern Ireland for many years as they try to put pressure on the UK government to stop delaying a pay offer for public service workers. The government claims that its hands are tied by the political stalemate in the province and the lack of a functioning Assembly. The unions argue that this is an excuse and that the money is available to make a pay offer immediately. EPSU affiliates UNISON, Unite, GMB and RCN are involved in the action, along with NIPSA, RCM, CSP, SoR, BDA as well as the teaching unions

The local government unions – UNISON, Unite and GMB – have agreed to accept the employers’ offer of a flat-rate pay rise of £1925 (€2205) on annual salaries for 2023. The increase is worth around 9% for the lowest paid workers but about 4% for most of the workforce. The unions had initially demanded an increase of 12.7% and have made clear that they are already looking to the negotiations in 2024 to deliver better pay for local government workers. Members of the UNISON, Unite, GMB and RCM trade unions joined five other unions in coordinated strike action over pay on 21 and 22 September. Unions organising in the waste sector are taking on both local councils and private contractors in campaigns to secure better pay offers from employers. Action by Unite members at Welwyn and Hatfield delivered a 13.5% pay increase when the employer, private contractor Urbaser, agreed to increase its original offer of 8%. With the UK government still refusing to negotiate on pay, the RCN nursing union is planning its biggest strike action so far for 48 hours from the morning of 1 March to the morning of 3 March. It will impact 128 NHS employers across England and involve all members in workplaces with a mandate to strike. This follows the two days of strikes on 6-7 February which were already a step up from the level of action in December. Members of the PCS central government union have voted overwhelmingly for strike action in over 120 areas of government activity. The average majority “yes” vote of over 86% is the highest in the union’s history. The union is calling for a 10% pay rise, pensions justice, job security and no cuts to redundancy terms. With no response from the government on these issues PCS has agreed an initial programme of targeted action in the ministries covering ports, borders and all areas of transport among others. The three unions are recommending acceptance of a deal that would provide a £2000 (€2310) annual pay rise for the lowest paid; £1,925 (€2225) for those earning between £20,500-£39,000 (€23700-€45000); a 5% increase for those earning between £39,000-£60,000 (€45000-€69360); and a maximum increase of £3000 (€3470) for the highest paid. The government’s offer of a £1,400 (€1620) annual pay increase for health workers has not convinced trade unions. Thousands of council workers in Glasgow in Scotland could be taking strike action on 29 and 30 March unless the local authority responds to demands settle a dispute over equal pay. In 2019, following a union campaign involving strike action, Glasgow council agreed a £500m settlement of equal pay claims up until March 2018 and included a new pay and grading system to rectify issues of unequal pay, primarily of women. Since then, around 5,500 new claims have been lodged for the period prior to March 2018, with nearly 20,000 claimants waiting on settlements for the period after that. The unions
