The three public service federations – FP-CGIL, CISL-FP, and UIL-FPL – report a successful national strike of workers employed by the Federcasa social housing organisation. The unions have been negotiating on the 2022-2024 collective agreement since last autumn and resorted to strike action to put pressure on the employers to improve their pay offer and ensure that there is an additional payment to cover the delay in negotiating the agreement. EPSU and PSI have sent solidarity greetings to the three union federations – Filctem-Cgil, Flaei- Cisl and Uiltec – in their dispute with the ENEL energy company. The three unions are planning national strike action on 8 March and began a month-long period of industrial action affecting overtime, travel and changes to working hours on 24 February. The FP-Cgil, Cisl-FP and Uil-Fpl public service federations have proclaimed a national strike for 20 February for the staff of public and social housing companies covered by the Federcasa collective agreement. The unions say that, in the current negotiations for a new agreement for 2022-2024, the employers have proved unwilling to recognize the need to ensure the full professional development of staff and to offer adequate increases to protect wages. The planned strike will be the latest stage in lengthy mobilisations and campaigning since autumn 2023 which have focused on the crucial service

Alongside action by the CGIL and UIL confederations, the CISL trade union confederation is planning a national protest in Rome on 25 November over the government’s budget for 2024 and its refusal to engage with the trade unions. Together with demands for increased funding for public services, CISL wants to see action on staffing and measures to reduce precarious work. It also wants the government to commit to negotiating new collective agreements in the public sector. The mobilisations by UIL and CGIL continue with regional stoppages planned for 24 and 27 November and 1 December.

The FP-CGIL, UIL-FPL and UIL-PA public service federations are coordinating strike action on 17 November as part of a series of strikes and protests organised by the CGIL and UIL confederations. The three public service federations Fp-Cgil, Cisl-Fp and Uil-Fpl coordinated a one-day strike on 27 September against the AIOP private health and social care employers’ organisation in protest at its refusal to negotiate with them and to negotiate instead with the unrepresentative UGL trade union. The federations issued the strike warning back in July after conciliation failed to resolve the dispute with AIOP and since then the employers have failed to return to negotiations. The FP-CGIL, CISL-FP and UIL-FPL public service federations have called a one-day strike on 27 September to put pressure on the AIOP employers’ organisation to return to negotiations over the sector agreement covering private residential and care homes. The three unions normally negotiate with AIOP and ARIS, the employer organisation representing religious providers. The unions argue that the budget fails to provide adequate funding across a range of services with nothing to address the cost-of-living crisis, to cover the renewal of collective agreements, to increase public employment, to end precarious contracts, to improve training and to ensure quality of services from childcare to health and social care and across local and national administration. The CGIL and UIL confederations have announced joint actions on 16 December with an eight-hour strike and demonstrations in Rome and four other cities. The unions are concerned about the direction the government is taking particularly with regard to taxation, pensions, schools, industrial policies and combating restructuring and job insecurity, especially for young people and women. The unions argue that resources are available to allow for a more effective redistribution of wealth, to reduce inequalities and to generate balanced and structural development and stable employment.

Following their massively supported national strike on 8 November, union federations in the waste sector are taking another day of action on 13 December. The unions have been calling for the renewal of the sector agreement which expired 29 months ago and to ensure it covers the whole of the sector. Employers are, however, are looking to undermine collective bargaining and trade union rights. The Fp-Cgil, Fit-Cisl, Uiltrasporti and Fiadel trade union federations report very high levels of support for the national strike action in the waste sector on 8 November. They estimate overall that 90% of workers joined the strike with 100% coverage in some areas. The trade unions are determined to retain and renew the sector agreement and to incorporate a range of improvements. They want to ensure the agreement covers the whole sector including recycling plants and they are calling for action on safety, training, job classification and to ensure real increases in pay and other benefits.

The federations that organise workers in waste and environmental services – Fp-Cgil, Fit-Cisl, Uiltrasporti and Fiadel – have called for a national strike on 8 November. Trade unions in the electricity and waste sectors reported very high levels of support for their industrial action and protests on 30 June. The unions want article 177 of the procurement code to be deleted as they argue that it requires widespread outsourcing across their sectors, posing a major threat to jobs and working conditions.
