The Hungarian government has issued two decrees removing the right to strike from air traffic control staff. An appeal court judgement of 20 July clearly confirmed the union’s legal right to strike. However, six days later the two decrees were published which not only dismiss the decision of the Hungarian Appeal Court but also violate Article 28 of the Charter of Fundamental Rights of the European Union. The European Transport Workers’ Federation (ETF) has condemned the Hungarian government and strongly maintains that collective representation and collective bargaining are basic labour rights

The five national trade union confederations sent a solidarity message to the MESZK chamber of healthcare professionals in support of its protest march in Budapest on 31 July. The demonstrators called for pay increases for nurses in line with those already awarded to doctors and argued this was crucial to help stem the migration of nurses to western Europe. Earlier this year the five confederations also came together to file a complaint with the International Labour Organisation over the government’s imposition of new legislation which removes the rights to negotiate and take strike action

EPSU has sent letters to the prime minister and leaders of political groups in parliament protesting at legislation that will remove public service status from over 20000 workers in libraries, museums, archives, culture centres, theatres and orchestras. This is a group of workers that is mainly low paid and whose pay has been frozen for over 10 years. The additional employment protection of public service status is one of their few main benefits. In the latest stage of the trade union campaign against the "slave" law that allows employers to signficantly increase overtime work, the MASZSZ confederation has asked the European Commission to intervene. The confederation believes that the increase on the overtime limit to 400 hours a year and the possibility for compensation for additional hours to be spread over 36 months could be in contravention of the Working Time Directive and it wants the European Commission to investigate.

Unions mobilised for the latest demonstration against the so-called slave law that increases overtime limits in the labour code and relaxes rules on employer payments for overtime working. Along with a national demonstration on 19 January in Budapest there were around 60 events and actions around the country involving trade unions, civil society and political parties. Public service trade unions used the demonstrations to highlight some broader demands include for wage increases, a strengthening of the right to strike and a return of cafeteria benefits that were cut last summer. EPSU sent a solidarity message to the unions campaigning hard for a major demonstration against the so-called slave law that will reform overtime rules and allow employers to put pressure on workers to work longer hours. The legislation extends maximum overtime hours from 250 to 400 a year and not only allows employers to pay normal rates of pay but also gives them a period of three years over which workers can be compensated.

Sixteen trade unions are working together in a campaign against the "slave law" that will see major changes to rules on working time, with overtime limits increased from 250 hours to 400 hours a year. A national demonstration was organised on 8 December and EPSU sent a message of support. A further national protest is planned for 5 January, with support also coming from civil society organisations. The unions have a range of demands including withdrawal of the overtime proposals, a pay rise for public sector workers, changes to the strike law and improvements to pensions.

Public sector unions will join a national demonstration in Budapest on 8 December, with the slogan: "united against the slavery law", in protest against the Hungarian government’s proposal to amend the Labour Code. The amendments would increase the overtime threshold from 250 to 400 hours a year, as well as increase the period in which overtime needs to be accounted for from 1 to 3 years. The KKDSz culture workers' union and BDDSz childcare workers' union have been instrumental in getting the SZEF public sector confederation to launch a campaign on public service pay. The confederation is highlighting low pay and understaffing across the public services and the need for negotiations on long-term pay development in the public sector. It calls for action on corruption and the need for a redistribution of government spending to workers to ensure a fully staffed and professional public service delivering quality services.

EPSU has sent a solidarity message to Hungarian affiliates who are fighting against their government's new proposal to reform the taxation of certain fringe benefits. The KKDSZ, BDDSZ and HVDSZ2000 trade unions held a press conference in front of the Parliament earlier this month in protest. The reform of the taxation of fringe benefits such as luncheon vouchers would make it more costly for employers to provide these to their workers. This could result in an effective cut in income for many, with a particular impact on the low paid for whom the vouchers are very important.

The KKDSz culture workers' union used the "night of the museums" event in Pecs in south-west Hungary to raise the issue of low pay for workers in museums, libraries and other cultural institutions. The union says that there may be scope for public sector negotiations and increases in the minimum wage as the new government prepares its budget for 2019, following discussions in the National Public Interest Reconciliation Council. The demonstration generated considerable interest in the media and support from other trade unions.

The KKDSZ culture worker's union delivered a petition with 3000 signatures to the ministry of culture on 22nd January calling for immediate negotiations on pay. The petition was the initiative of employees of the Fine Art Museum and was taken up by KKDSZ. Some workers in the sector have not had a pay rise for over 10 years and 80% of qualified staff have to survive on only EUR 580 a month (gross).
