Long-running disputes in community services continue
The Forsa and SIPTU trade unions are continuing to protest and organise industrial action in long-running disputes involving their members in health, social and community services. Many workers in so-called Section 39 publicly-funded organisations provide health and social services but have been denied the kind of pay restoration provided to directly-employed public sector workers in these services. Community employment advisors take further action
As reported in epsucob@NEWS 05 in March, community employment advisors are campaigning to secure pension rights that should have been provided for them 11 years ago following a decision by the Labour Court. With no action from the government the workers are now planning five days of strike action to increase the pressure on the government to resolve the dispute.
Community employment supervisors take action over pensions
The Forsa and SIPTU public services organised strike action on 18 February involving their members who work as community employment supervisors. These workers are responsible for running schemes to help the long-term unemployed and disadvantaged workers to get into regular employment. In 2009 the Labour Court ruled that they should be provided with a pension scheme but no government has taken action since then. The unions are calling on the government to act swiftly to provide supervisors with pension benefits as hundreds have been forced to retire on only the basic state pension.
Public service federation calls 24-hour strike
ADEDY, the public services confederation, has called a 24-hour strike for 14 November. It is calling on the government to negotiate over a gradual process of pay restoration. ADEDY says that civil servants have already seen pay cut by 40% and now tax rises and reductions in tax allowances will further reduce take home pay. It is calling for immediate pay rises and the restoration of the 13th and 14th month salaries as initial steps in this process. Health union vows to challenge pension age increase
At a meeting on 22 October the health workers' union confirmed its opposition to the government's pensions reforms and said it would fight to restore the right to early retirement for health workers. The reforms, including raising the pension age to 65, have met with widespread opposition across the trade union movement not just over the measures themselves but also the way the government introduced them with little or no consultation. The law takes effect from 1 January 2019 and the health workers' union is considering legal action to challenge the changes to early retirement rights.
Pension changes implemented despite union opposition
Earlier this month parliament approved government plans to gradually increase pension ages by five years starting from next year. The change has been widely rejected by trade unions with public service workers joining recent demonstrations to show their opposition. The issue was discussed at last month's meeting of EPSU's constituency covering Russian and Central Asia which agreed a statement expressing concern not just about the impact of the change but also about the failure of the government to carry out a proper consultation with trade unions.

24-hour strike has widespread impact
A 24-hour strike called by the ADEDY and GSEE confederations on 14 December had widespread impact on public services across the country. The confederations were protesting at further austerity measures with plans for cuts in pensions and take-home pay as well as threats to the right to strike. EPSU sent a solidarity message.
Confederations call general strike for 14 December
The ADEDY civil service confederation along with the GSEE private sector confederation have called a general strike on 14 December in protest against the latest austerity measures proposed by the government. The unions want to see an end to pay freezes, steps towards decent pay and no reduction in tax allowances. They reject plans for further cuts to pensions and call for the creation of permanent jobs to deal with staffing shortages across the public services. The confederations also want to block any restrictions on the right to strike.
