EPSU welcomes the decision of the European Committee on Social Rights (ESCR) recognising that volunteer firefighters are workers within the meaning of the European Social Charter.
Eight trade union organisations, including the five main confederations – CGT, CFDT, FO, UNSA and CFE-CGC – have come together to organise a national demonstration on 13 October over the cost-of-living and the threat of austerity. The key demands will be around increases to the national minimum wage and pay rises in collective agreements and the unions will continue their protests against the pension reforms which came into effect on 1 September. The economic impact of the COVID-19 pandemic and the widespread use of short-time working in response has rekindled the debate about permanent shifts to shorter working hours. Germany's biggest engineering union, IG Metall, has put forward ideas about a move to a 32-hour week and this had been taken up by the CGT trade union confederation in France which has had a 32-hour-week policy for some time. In the UK, the Autonomy research organisation has proposed and costed a plan for the public sector to take the lead and move to a 32-hour week without loss of pay.
The pay freeze and job cuts in the public sector have prompted action by some unions in February with the CGT taking strike action on the 5th and FO organising a week of action 3-10 February with a national demonstration on the 7th. Their principal demands focus on unfreezing pay, stopping the job cuts but there are also broader demands about the minimum wage and a fairer tax system. Workers from three psychiatric hospitals in Paris took strike action and joined a demonstration on 6 September to show their anger over plans to introduce new working time arrangements. The joint action was called by the CGT, CFDT, FO, CFE-CGC and SUD trade unions who argue that the management plans for working time for the 5000 employees will mean that workers will lose between five and 10 rest days a year. The trade unions argue that this would be unacceptable in normal circumstances but is even worse in a situation where many workers are already exhausted as a result of excessive workloads.
Trade unions at the Veolia water company are taking strike action over the company's plans for restructuring - the fourth in only three years. These will impact on over 1500 posts with 572 specified as job cuts. The unions are particularly angry that the company is talking about compulsory redundancies. This would be a first for the sector. The unions want the company to withdraw this threat and to properly negotiate over the changes with a view to providing workers with training and retraining opportunities.
