The ETUC has welcomed the vote in the European Parliament’s Employment Committee to support legislation on workers in digital labour platforms. The ETUC says that delivery riders, cab drivers, content creators, programmers, click-workers, engineers and carers are among 28 million workers who would benefit from the provisions in the Employment Committee’s report. If passed as a directive it would mean an end to the system of false self-employment used by platform companies to cut costs at the detriment of workers’ pay and conditions, giving workers the right to a proper employment contract. Around 50000 European public service officials and other workers employed by the European institutions and agencies are getting a 2% pay increase backdated to 1 July 2019. A survey of European wage developments by the Hans Böckler research organisation finds an upward trend since 2017, with the highest increases recorded in Central and Eastern Europe (CEE). Overall real wage increases across Europe averaged 0.9% in 2018, twice the level of 2017 and the figure so far for the current year is at 1.0%. The median increase in the 11 countries of North and West Europe was 0.6% in 2018, rising to 1.1% so far this year, contrasting with the higher figures for CEE countries of 5.2% in 2018 and 3.7% in 2019. The latest labour cost figures published by the Eurostat agency show that the highest increases were recorded in Eastern Europe but where average costs remain the lowest across the European Union. There were double-digit increases in Romania, Latvia and Lithuania with Hungary not far behind at just under 10%. Average hourly labour costs in Europe range from 5.40 in Bulgaria to 43.5 in Denmark with the average at 27.4 in the European Union and 30.6 in the Eurozone. The data excludes agriculture and public administration.

The ETUC has published a report examining legal issues arising from new forms of employment. It hopes that it will make an important contribution to the debate around what action to take to provide protection for workers who fall outside the normal framework of labour and social legislation. The legal experts who compiled the report included a proposal for a new “personal work relation” that might help tackle these issues.

The ETUC has welcomed elements of the latest version of the draft Directive on Transparent and Predictable Working Conditions but is disappointed that some hoped-for rights, such as a ban on zero-hours contracts, have not materialised. It notes the new rights in relation to training, probation, payment for cancelled shifts and working for more than one employer. The ETUC was also calling for the right for precarious workers to transfer to more secure forms of employment and is disappointed that workers on fewer than 12 hours a month will be excluded. The 2018 edition of the World Employment and Social Outlook from the International Labour Organisation has a generally positive analysis of unemployment trends in Europe but underlines the often poor quality of jobs being created which has also partly contributed to constraining wages. The report says that since the onset of the 2008 financial crisis, a large share of the jobs created, especially in the Euro Area, have been part-time jobs, and workers have often taken them involuntarily, owing to the lack of full-time employment opportunities.
