Research financed by the European Trade Union Institute has been able, for the first time, to estimate the number of cases of, and deaths from, depression and cardiovascular disease that can be directly attributed to exposure to psychosocial risks at work. The study covers 35 European countries. This new research focused on five psychosocial risks at work: job strain, effort-reward imbalance, job insecurity, long working hours, and bullying. An analysis for the ETUC by the European Trade Union Institute reveals that deaths at work will continue to blight Europe for almost a decade longer than previously forecast after a rise in fatal accidents in almost half of member states. The latest figures for 2019 and 2020 show that deaths at work rose in 12 countries, most notably in Italy (+285), Spain (+45) and Portugal (+27). New ETUC research reveals that safety inspections have been cut by a fifth since 2010, falling from 2.2 million annual visits to 1.7 million. Numbers fell in at least 17 countries, including in Germany where 232,000 fewer visits were made in 2018 compared to 2010 and Portugal where checks were cut in half over the same period. Over the same period the number of labour inspectors across Europe fell by more than 1000. A new study of the impact of the pandemic in social care in eight countries reveals the problems faced by social care workers and the extent to which trade union action has helped to address issues around personal protective equipment (PPE), sick pay, working time and understaffing. There has been a shortage of PPE in all countries, but it was only in Sweden that a trade union had to take legal action for its members' right to use personal protective equipment. The ETUC and Eurocadres - the European body representing managers and professionals - have launched a campaigned calling for EU legislation to tackle stress at work which they say is all the more important in the response to the COVID-19 pandemic. While increased stress was already a major concern for many trade unions, the impact of the pandemic has increased the urgency for action with workers worried about their jobs while those working from home facing new pressures that affect their mental health. National trade union confederations are keeping the ETUC up-to-date with what trade unions and labour inspectorates are doing to ensure safety at the workplace in response to COVID-19 and, in particular, in relation to the return to work. In Austria, 20% of inspected workplaces have been told to improve their safety procedures while the Danish FH confederation reports some problems in private clinics and healthcare and it has taken action to ensure that health and social care facilities are fully part of the inspection regime. The ETUC has call on the next European Commission to introduce a legislative instrument that recognises this increased risk to workers of increasing temperatures and provides a framework for protecting workers. The ETUC argues that weather conditions do not respect national borders and so European action is required. Other parts of the world have legislation but Europe has no binding law on safe maximum working temperatures. The ETUC says that currently maximum (and minimum) permissible working temperatures vary widely across different Member States and across sectors and companies.

On the final day of its centenary conference the International Labour Organisation agreed a new Convention, the first since 2011, against violence and harassment at work. The Convention defines “violence and harassment” as behaviours, practices or threats “that aim at, result in, or are likely to result in physical, psychological, sexual or economic harm.” The Convention covers anyone at the workplace including interns and volunteers and has a broad definition of what constitutes the workplace. There is an accompanying Recommendation which sets out how the Convention should be implemented.

On 17 December the European trade unions and employers in central government administrations signed guidelines on tackling violence and harassment. This extends coverage to 8.9 million public employees and civil servants in addition to the millions of workers who are already covered by the guidelines adopted in 2010 in local and regional government, hospitals, education, commerce, and private security. The ETUI research organisation has published a new report and issue of its health and safety magazine, HesaMag, that both cover the risks of workplace cancers. As many as 100000 deaths a year are linked to workplace carcinogens but it is not just hazardous substances that are of concern. The ETUI publications also cover other risks such as night work which has been linked to higher risk of breast cancer with some specific cases affecting hospital staff. EPSU has joined with the PSI, ETUC, ITUC and other labour movement organisations in calling for an International Labour Organisation Convention against gender-based violence at the workplace. The call comes on the United Nations’ International Day for the Elimination of Violence against Women, which takes place on 25 November every year. A draft text is under discussion and could be agreed at the ILO conference next year although the ETUC has concerns that some European governments are trying to get the text watered down.

The European social partners in central government have worked together to produce the first guide to tackling psycho-social risks in the sector. Budget cuts, restructuring, intensification of work, digitalisation and violence at work have all contributed to increasing the pressures on central government workers. The guide proposes a range of measures and above all timely and effective information and consultation in order to address the problem. The Eurofound research agency has published its first major overview of trends in the eldercare sector noting the spread of private provision in some parts of Europe and the challenge to maintain adequate levels of public funding. A section of the report addresses employment issues, notably staffing levels, the education and training of staff and wages. There are examples of staffing ratios from eight countries and some indicators of pay (public and private) from seven countries and the study notes overall that personal carers' pay falls into to the bottom 40% of pay (two lowest quintiles).
