Factsheets on the right to strike in public services in 48 countries are available on the EPSU website, with most updated during 2021. The initiative began in 2019 with the European Trade Union Institute (ETUI) coordinating the research and writing of 35 factsheets, all of which have now been updated. Members of the SUEPO trade union at the European Patent Office (EPO) have voted for industrial action, including a “work to rule”, “go slow” and a strike on 22 March. The union is calling for the restoration of fundamental rights at the EPO and the suspension or reversal of major reforms that have been detrimental to working conditions and wellbeing of staff. Information on Kazakhstan, Kyrgyzstan, Switzerland, Tajikistan and Uzbekistan was recently added to the EPSU website. A new report from the Eurofound research agency analyses the extent of labour shortages across Europe and some of the measures being taken to address them. One of the main sectors of interest is health and social care and the report highlights the risks posed by such shortages to the viability of high-quality care provision. These were seen as particularly acute in Germany and in the Nordic countries, where shortages of skilled staff have led to long waiting times for patients. EPSU has just published new factsheets on the right to strike in Armenia, Azerbaijan and Georgia taking the total number of countries covered in this series to 41. This follows the addition of factsheets on Moldova, Russia and Ukraine earlier this year. Each factsheet sets out the main legal provisions and highlights any recent cases taken to the International Labour Organisation (ILO) and/or the European Social Committee (ESC) of the Council of Europe. The latest report on global trade union rights from the International Trade Union Confederation (ITUC) reveals a deterioration of workers’ rights across the world. The greatest increase in cases where workers were denied the right to establish or join a trade union was experienced in Europe where 50% of countries now exclude groups of workers, up from 20% in 2018. The report also highlights the fact that “Europe, traditionally the mainstay of collective bargaining rights, saw companies in Estonia, the Netherlands, Norway and Spain seek to undermine or circumvent workers’ rights.”

The SUEPO trade union, representing staff at the European Patent Office (EPO), says that it will take strike action in June unless management responds to a series of key demands on fair pay and fair treatment of workers. There had been a very difficult industrial relations climate at EPO for some time but with the appointment of a new president last year there was some hope for an improvement. However, a recent staff survey reveals continuing problems and more or less a continuation of the hardline management of the old regime.
