The Publisind federation organised a national protest on 24 March over a range of issues related to pay, allowances and pensions. It argues that the government should address aspects of pay that haven’t been revised for 13 years, deliver on salary arrears and ensure the updating and indexation of pensions for police and prison staff. The union says urgent action is needed to support workers who are attempting to maintain services despite the risks they face and the staff shortages reaching 25%, leading to high levels of overtime and burnout.

The European and global trade union confederations (ETUC and ITUC) have written to the Romanian government to protest against the decision not to implement a pay increase for public sector workers. The letter also challenges the government on anti-union statements and threats to remove the right of trade unions to collect membership fees through check-off. EPSU also wrote to the government along similar lines in January and followed up this letter in March – with no reply received so far to either letter.

Public sector unions remain angry that the government has not only failed to implement a pay rise that was set in legislation last year but also refused to engage in social dialogue. This anger has been further fed by anti-union comments from the prime minister who has challenged the independence of public sector unions, their right to collect dues by check-off and their right to protest. Public sector unions have been active in protests against the government’s refusal to abide by legislation and implement a pay increase for public sector workers. They are also challenging the government for its failure to agree to any social dialogue with the unions and are concerned about possible cuts to bonuses and holiday allowances. Health workers took action in January and other public service workers continued the protests through February and are now considering what further action to take. Public sector unions are angry that the government has issued an emergency ordinance to block a pay increase and bonus payments that are due for implementation this year. The pay rise was part of a four-stage increase that was set out in legislation passed in 2017. Unions are particularly concerned about the impact on lower paid workers as some higher paid staff are already benefiting from pay rises. Protests have been organised across the country, including pickets of key ministries. EPSU sent a letter of protest to the president and prime minister and other key people.

On 17 December the European trade unions and employers in central government administrations signed guidelines on tackling violence and harassment. This extends coverage to 8.9 million public employees and civil servants in addition to the millions of workers who are already covered by the guidelines adopted in 2010 in local and regional government, hospitals, education, commerce, and private security. The International Labour Organisation (ILO) has published two reports on collective bargaining and social dialogue. A working paper on social dialogue in public services was published to mark the 40th anniversary of ILO Convention 151 on labour relations in the public services. It covers three of the European social dialogue committees in which EPSU is involved along with examples of how social dialogue works in Italy, Denmark and the Czech and Slovak Republics. EPSU has launched a legal case against the European Commission and is now waiting for the first formal response. EPSU has taken the case because the Commission refused to submit to the European Council the information and consultation agreement signed in the Central Government Administrations social dialogue in December 2015. Despite signing the European Pillar of Social Rights and making positive statements about social dialogue, the Commission has failed to act to provide important rights to 9.8 million central government workers that are already enjoyed in the private sector. Many prison workers across Europe are facing longstanding problems of understaffing, overcrowding and, as a result, significantly increased risks of violence. These were common to three country case studies carried out for EPSU by researchers at the HIVA research unit at Leuven University. The Federation of Trade Unions Gaz Romania (FSGR) has said it may resort to strike action if the ENGIE energy company doesn't respond to its demands on pay. The union argues that the employers have failed to come up with a reasonable offer and also to provide information needed for the negotiations. The union has been in contact with the Labour Inspectorate to help put pressure on the company to provide the requested data and it hasn't ruled out possible legal action to be accompanied by protests and strikes.

The European Commission has informed the social partners in central government administrations that it will not propose their information and consultation agreement to the European Council for implementation as a Directive. This is a major blow to the trade unions and employers in the sector who signed the agreement in December 2015 specifically with a view to having it implemented as a Directive and to fill a gap in existing information and consultation legislation at European level.

The European social partners in central government have worked together to produce the first guide to tackling psycho-social risks in the sector. Budget cuts, restructuring, intensification of work, digitalisation and violence at work have all contributed to increasing the pressures on central government workers. The guide proposes a range of measures and above all timely and effective information and consultation in order to address the problem. A new report from the Eurofound research body has confirmed that the EPSU-led TUNED trade union grouping represents the large majority of unionised workers and civil servants in 27 of the 28 EU Member States. Its counterpart, the EUPAE employers' organisation represents 88% of the total EU workforce of 9.8 million in central government administrations. The conclusions strengthen the arguments of the social partners for the European Commission to put forward their agreement on information and consultation to the European Council for transposition into a directive.
