The Eurofound research agency has published a policy brief which underlines the need to tackle poor job quality among a range of essential occupations, including in the health and care, food systems, cleaning and refuse, transport and protective services sectors, along with manual workers in general. The report argues that these workers’ health and well-being were at risk during the COVID-19 pandemic and continue to be post-pandemic contributing to the labour shortages that persist in these sectors. The pay freeze and job cuts in the public sector have prompted action by some unions in February with the CGT taking strike action on the 5th and FO organising a week of action 3-10 February with a national demonstration on the 7th. Their principal demands focus on unfreezing pay, stopping the job cuts but there are also broader demands about the minimum wage and a fairer tax system. Fairness is also one of the factors behind the unions' joint call for strike action across the energy, water and waste company Veolia which employs 50000 workers in France. The ETUI research organisation has published a new report and issue of its health and safety magazine, HesaMag, that both cover the risks of workplace cancers. As many as 100000 deaths a year are linked to workplace carcinogens but it is not just hazardous substances that are of concern. The ETUI publications also cover other risks such as night work which has been linked to higher risk of breast cancer with some specific cases affecting hospital staff. The International Labour Organisation (ILO) has published two reports on collective bargaining and social dialogue. A working paper on social dialogue in public services was published to mark the 40th anniversary of ILO Convention 151 on labour relations in the public services. It covers three of the European social dialogue committees in which EPSU is involved along with examples of how social dialogue works in Italy, Denmark and the Czech and Slovak Republics. EPSU has launched a legal case against the European Commission and is now waiting for the first formal response. EPSU has taken the case because the Commission refused to submit to the European Council the information and consultation agreement signed in the Central Government Administrations social dialogue in December 2015. Despite signing the European Pillar of Social Rights and making positive statements about social dialogue, the Commission has failed to act to provide important rights to 9.8 million central government workers that are already enjoyed in the private sector. Waste workers in the UK and France are taking or planning industrial action over a wide range of issues. Public and private sector workers in France, organised by the CGT union, are taking action over major demands on pay, pensions and health and safety. Meanwhile, in Hull in North East England workers employed by the FCC multinational are protesting over sick pay and inThurrock in South East England the issue is one of surveillance. Workers there are objecting to live streaming to management from cameras in all refuse lorries.

The European Commission has informed the social partners in central government administrations that it will not propose their information and consultation agreement to the European Council for implementation as a Directive. This is a major blow to the trade unions and employers in the sector who signed the agreement in December 2015 specifically with a view to having it implemented as a Directive and to fill a gap in existing information and consultation legislation at European level.

Unions at the Veolia water company have announced strike action in protest at the company's latest plans for restructuring, the fourth in three years. The unions are angry that a further 572 jobs are due to go by 2019 after 2000 have already been cut since 2014. They are particularly concerned that this time the company has not ruled out compulsory redundancies which the unions say would be the first for the sector. Proposals to reform the labour code were published owin 31 August with some initial negative reactions from the trade unions. A common response was that the raft of reforms was being put forward before there had been a proper evaluation of the changes that have been implemented in the last four years. Unions expressed concern about rebalancing of the relationship between sector and company-level bargaining and changes to compensation in cases of redundancy. (June 2017) The IPSO trade union that organises staff at the European Central Bank (ECB) mobilised staff for a demonstration on 7 June in protest at the ECB's long-term use of temporary contracts for staff doing permanent work. IPSO has been pushing for some time now for the Bank to end this practice where some workers have been employed for over five years, in some cases over 10 years, on renewed contracts. In the latest action IPSO also raised objections to the ECB's plans to outsource some services, starting with IT. EPSU sent a message of support.
