Unions taking different approaches to working time
Following the article on Iceland, the latest in the series of articles on working time commissioned by EPSU from the Labour Research Department focuses on developments in the other Nordic countries. While several unions in Sweden have put shorter working time on the bargaining agenda (see also article on Sweden in this newsletter), there are only a few cases in social care where a shorter working week has been implemented. Unions agree deals in municipal and regional government
The 480,000 workers in municipalities and 140,000 workers in regional government are set to get pay increases of 4% from 1 April as a first instalment of the 6.51% (municipal) and 6.53% (regional) increases over the next two years. An additional 2% fund is available for unions to negotiate separately for different groups of workers and so the overall pay rise will be closer to 8.8% and with an expectation that the real increase overall will be 2.17%. Another municipality experiments with four-day week
The HK Kommunal trade union reports that the City Council of Vesthimmerland in the north of Denmark is giving all administrative employees the opportunity to divide their 37-hour working week over four days. This follows similar initiatives in other municipalities, including Odsherred, Gentofte, Esbjerg, Solrød. Tripartite negotiations deliver major boost for public sector pay
Public sector unions have welcomed the outcome of negotiations with the employers and government which have delivered a package of pay-related measures backed with DKK 6.8 billion (€910 million) of funding. Municipalities experiment with working time initiatives
The HK Kommunal trade union reports that there are now new initiatives or experiments around working time in one in five municipalities. From the focus on working time flexibility to testing of the four-day work, there is an increased willingness, particularly since the pandemic, to move away from the more fixed and traditional patterns of work. A mid-term evaluation of a working time experiment in the Esbjerg municipality in South West Denmark reveals high levels of satisfaction among those compressing their hours into a four-day week according to union HK Kommunal. Some 90% of job centre employees who chose the 4-day week two years ago are very satisfied with the scheme. Local authority negotiates over permanent move to four-day week
The HK Kommunal local government union reports that negotiations are underway to make the four-day week permanent at the Odsherred municipality, north west of Copenhagen. An experimental scheme began in 2019 with the standard 37 hours worked on Monday to Thursday, leaving Fridays off. Local government union HK Kommunal has welcomed the decision by Solrød Municipality, south west of Copenhagen, to give their employees in administration the opportunity work a four-day week. Unions call for tripartite negotiations to tackle gender pay gap
Fifty-one public service unions are backing a further call on the government to engage in tripartite negotiations to tackle the gender pay gap. The recently concluded three-year public sector agreements include specific amounts to reduce the gap, as did the previous agreements in 2018. However, the unions argue that this is simply not enough to properly address the problem and that the economic constraints on the normal collective bargaining process prevent action on the scale necessary to make real progress. Local and regional government deal fails to convince nurses
Members of the DSR nurses’ union have voted to reject the proposed collective agreement for 2021-23 negotiated for local and regional government. The voting process is currently being carried out in other public sector unions and the full result won’t be know until around 21 April. The DSR argues that nurses have been left behind in terms of pay when taking account of their level of education, responsibilities and tasks. Public sector deals ensure real pay rises
Public sector workers will be covered by two new three-year agreements running from 1 April to the end of March 2024. The agreements covering municipal and state sector workers both have an overall value of 6.75% of the pay bill over the three years but the amounts are distributed differently. The FOA trade union, as part of a joint negotiating committee of public service unions, has submitted the main bargaining demands to employers in municipal and regional government with the focus on tackling low pay and pay inequality. The aim is for a flat rate pay increase that will be more beneficial to lower paid workers along with funding to reduce the pay inequalities suffered by occupations dominated by women. Nursing union consults over collective bargaining
More than 12,000 members of the DSR nursing union took part in a consultation over what should be the main demands in the upcoming collective bargaining negotiations in the public sector. The DSR has selected the main elements focusing on higher pay and better protection of leisure time.
