The FSC-CCOO and FeSP-UGT public service federations representing forest firefighters say they will launch a campaign of strikes and protests unless the government and the autonomous regions deliver legislation that really protects the rights and conditions of this essential group of workers. The unions warn that action is needed urgently in the light of the surge in serious and large forest fires this summer. After the surge in remote working as a result of the pandemic, trade unions in Ireland, Russia and Spain have welcomed new initiatives, including legislation and collective agreements, that regulate telework. The FeSP-UGT public service federation has sent a number of key demands to the public service ministry for a new agreement covering public sector workers. The union wants action on improving employment conditions and reducing precarious employment but also has a number of specific proposals on telework, noting that the estimated impact of COVID-19 has been an increase from 26,000 to more than 450,000 public employees doing telework. The unions UGT-FICA and FSC-CCOO are both very positive about negotiating a new four year agreement with the AGA employers' organisation in the water sector. The agreement will run until 2022 and covers around 20000 workers. There will be a 3% pay increase in each year but there is also an opening clause if inflation exceeds this figure. Working time is reduced by eight hours with annual total of 1744 from 2020. There is a wide range of other measures relating to health and safety, work-life balance, equality and digitalisation among others.

In a timely intervention, the FSC-CCOO has called on the government to put more resources into the prevention and fighting of forest fires - an issue which the union sees has become one of the most urgent for the country and rural communities. Along with a strengthening of the fire service - increased employment, professionalisation and training - the union argues that more has to be done to take preventative measures, some of which could actually help to boost rural economies.
