The SuPer health and care union has published findings from a survey of workers in early years education that found more than half (53%) of respondents felt that the quality of service had deteriorated over the past five years with insufficient staff seen as the main problem. Over 1,000 union members replied to the survey, with 88% saying that they had experienced staff shortages in their work unit on at least a monthly basis. A survey of childcare staff by the JHL public services reveals worrying levels of exhaustion among workers with more than half saying they experience it least weekly and more than 60% experiencing exhaustion every month. Some 70% of the more than 2200 respondents had been in the sector for more than 10 years. The union says the results are alarming and underline the urgent need for more staff to prevent a full-blown crisis. The JHL public service union that represents 22000 workers in childcare has called for major changes to the draft law on early years education and care. The union argues that the proposals wrongly target changes in qualifications and employment structure in the sector rather than dealing with the fundamental issues of numbers of staff and staff:children ratios. The union warns that the suggested and unnecessary educational requirements will cause major employment problems in the sector.

The SOMK education, culture and media union organised demonstrations in Zagreb and Rijeka to protest against plans to raise the retirement age for childcare workers from 65 to 67. The union argues that the change fails to recognise the nature of work in the sector and the increasing mental and physical demands made on childcare workers. EPSU sent a message of solidarity as did the BDDSz childcare workers from Hungary.

On 12 May healthworkers in Sofia and Zagreb demonstrated over poor pay and working conditions and the crisis of understaffing. 5000 nurses, medical professionals, midwives and lab technicians joined a demonstration outside the Council of Ministers in Sofia demanding a 1500 Lev (EUR 765) minimum wage for health workers as a step towards stemming the flow of health workers out of the country. In Zagreb the call was also for improved pay and working conditions and in particular the respect for collective agreements in relation to overtime pay.

The JHL public services union says that it will aim for a flat-rate rather than a percentage pay rise in the upcoming bargaining round as a step towards closing the pay gap between the low and high paid. Another priority for the union is more control for workers over working time and shift work, seen as crucial to improve well-being at work. JHL will also be looking at initiatives to address the cut in holiday bonus in the public sector and action on zero-hours contracts.

An analysis by the European Trade Union Institute shows that wage convergence between East and West in Europe was steady up until 2008. However, since then the trend has either stalled or gone into reverse. Taking national average pay as a percentage of the average across the pre-2004 EU15, Croatia and Hungary show the largest increase in the pay gap since 2008. There were also increases in Slovenia, Czech Republic, Poland and Romania.Most progress was made in Bulgaria but from a very low level (11.8%) to 17.7%, still less than a fifth of average pay in the West.

(March 2017) Public services union JHL is calling for an extra pay increase for sectors dominated by women. The union chair Päivi Niemi-Laine said:"We need a separate round on top of the general increase. Women-dominated sectors have been kept in check and now we have to ensure that purchasing power remains strong in women-led fields." The union argues that action needs to be taken to address the persistent gender pay gap and that public salaries are being effectively cut by a decision to reduce holiday pay as part of the competitiveness deal negotiated last year.
