Members of the FNV trade union are currently voting on whether to accept a new collective agreement covering central government. The deal includes a €1200 one-off payment for full-time employees to compensate for inflation paid in May this year even before the current agreement expires. On 1 July there will be an 8.5% pay increase plus €50 and an increase in the individual choice budget by 0.13% to 16.50% of the salary. The FNV and NU’91 trade unions have concluded a new 12-month agreement covering around 7800 employees in the sector but with an effective start date of 1 June 2023. The FNV trade union is again sounding the alarm over staff shortages in health and social care following the release of official forecasts for the coming decade. The figures show that, on current trends there is a real risk of serious breakdown in the sector which faces an expected shortage of almost 190,000 employees by 2033. The FNV trade union and the RTL Nieuws broadcaster have published a survey covering nearly 2300 workers in nursing and home care that shows that work is becoming increasingly difficult and has to be done with fewer and fewer colleagues. The union argues that this poses a threat to the quality of care as well as the safety of employees and those they care for. The FNV says that as a result of government policy people are receiving care at home for longer and so by the time they move to a care home they often need more complex care. The FNV trade union is warning that government funding plans for prison services will have a major negative impact on staff and inmates. A recent report by consultants PwC says that an additional €398 million is needed to adequately finance services over the next 10 years. In response the government says it does not want to invest more than €170 million and so is effectively proposing a cut of €200 million. Public service unions Fórsa and SIPTU have called for urgent action to better protect healthcare and childcare staff against the COVID-19 virus. Fórsa says that figures show over 9000 health workers were infected at the beginning of last month and that many are being pushed back to work too quickly by local management in response to increased demand and shortages of staff. The FNV, NU'91 and other health unions have welcomed the decision by the health minister to support their demands on personal protective equipment (PPE) for health and social care staff. The unions have been calling since March for workers to be able to decide when they need to use PPE and to have the appropriate equipment available. The SIPTU health union has reiterated its demand that the government publishes full details of where over 7,600 workers have tested positive for Covid-19. The union says that the data is needed to identify any Covid-19 hotspots and to understand if health workers were exposed due to the lack of personal protective equipment (PPE) or poor enforcement of protocols. It will also allow the union to find out how these workers were treated by their employer. The FNV trade union argues that the failure of the government to issue clear guidance personal protective equipment (PPE) means that many employers are not providing all health and care workers with the necessary protection. An FNV survey found that 60% of staff in nursing homes and home care lack protection and even a third staff in hospitals don’t have enough PPE. Non-nursing staff in particular unprotected and practice varies significantly from employer to employer with some saying they won’t provide PPE until the government issues a directive. The unions says that at least nine health workers have died as a result of the virus and that measures still need to be taken to ensure that safety is prioritised.
