Public sector unions have welcomed the outcome of negotiations with the employers and government which have delivered a package of pay-related measures backed with DKK 6.8 billion (€910 million) of funding. A number of different groups of workers across the public sector will benefit, particularly those affected by major staff shortages. The Publisind trade union federation organised a protest rally on 17 August outside the Ministry of Labour to highlight a range of issues relating to the pay and pensions of its members in prisons and police services. The union is angry that a key law on salaries has not been fully implemented and is calling for a 15% pay rise for prison and police staff. The union points out that its members were essential to the efforts to tackle the COVID pandemic with many staff working very long hours to try to maintain services in the face of staff shortages of around 25%.

Members of EPSU's young workers' network were active at the federation's Quality Employment conference last week, chairing debates and putting together a panel to discuss the key issues they are trying to address. Many prison workers across Europe are facing longstanding problems of understaffing, overcrowding and, as a result, significantly increased risks of violence. These were common to three country case studies carried out for EPSU by researchers at the HIVA research unit at Leuven University. The FOA public services union has very much welcomed the significant increases to pay for health and social care assistants and trainees as a result of the recently negotiated public sector collective agreements. While all workers will benefit from the the overall 8.1% increase over three years, specific increases set out in the agreements will mean that health and social service assistants will see increases of 13% over the period and trainees will get pay rises of between 14% and 19%. The FP CGIL public services federation is calling for urgent action to tackle increasing violence against staff as well as staff suicides in the prison service. Thirty-five staff have committed suicide over the last five years with 2250 violent incidents recorded over the same period. The increase in violence is reflected in the number of incidents rising from 344 in 2013 to 590 in 2017. The union has criticised the prison service management for failing to engage to tackle the issue with its sole main response being to establish a helpline for staff. The ETUC reports that it has successfully negotiated and lobbied for a Recommendation by the European Council that sets out a number of measures to improve apprenticeships. These include:involving social partners in the design, governance and implementation of apprenticeship systems; a written agreement on learning and working conditions; a call for apprentices to be paid in line with national or sectoral requirements or collective agreements; and that they should be entitled to social protection, including necessary insurance in line with national legislation.

The European Commission has published its annual review of Employment and Social Developments which has a focus on intergenerational issues. The review notes the slow decline in unemployment but underlines that there remain major problems in some countries around youth unemployment while young workers in employment are more likely to face precarious employment conditions. At the other end of the age spectrum the Commission continues to focus on trends to higher effective retirement ages and the need, as it sees it, to increase retirement ages.

(December 2016) Prison staff, members of the FP-CGIL and UIL-PA federations, took part in a national demonstration on 29 November in protest at serious understaffing and assaults on staff. The unions argue that urgent action is needed to deal with dilapidated prisons and the long working hours and stress that are leading to sickness absence and additional pressures of work. They say that problems have been building up for years with cutbacks and lack of investment.

(October 2016) The SNLP union representing prison staff has been organising a series of protests over serious staffing shortages and very high levels of uncompensated overtime. The prison service needs around 8000 extra staff and the union warns that this not only raises serious health and safety issues but undermines attempts at rehabilitation.
