The FNV trade union was due to begin talks with childcare employers to negotiate a transitional collective agreement to cover the approximately 114,000 employees in the sector, particularly with a view to address the challenges of retaining and attracting staff. The union notes that staff shortages and heavy workloads are leading to high levels of sickness absence and that the numbers leaving the profession increased significantly in 2023. After four rounds of negotiations, employers in the childcare sector have failed to improve the pay increase offered at the beginning of November – a 10.15% increase over two years. The FNV trade union argues that this is insufficient to protect against inflation and deliver the level of pay that would help address staff shortages. The union claim is for a 12.9% increase over 12 months. At the beginning of November, the unions launched a petition, now signed over 15,000 times, to make it clear to employers that a decent wage increase is desperately needed to keep the sector attractive to work

The FNV trade union reports that the employers have stalled the negotiations in the childcare sector after three rounds of bargaining. The union says that while the employers acknowledge the major problems of overwork and understaffing they are not willing to take the urgent action required to tackle them. Public and private sector unions representing workers in early years education, younion and GPA, have attacked government plans for the sector as farcical. They argue that the claim that there will be an extra billion euros in funding is a sham and that in reality the additional money is less than €60 million and already worth less because of inflation. The GPA and vida private service trade unions organised an action in Vienna on 29 March as part of their campaign to win better pay and conditions for workers in early years education. Along with better pay to help attract new staff the unions want action to reduce workloads, improve staff:child ratios and major investment in training. GPA and vida underline the need for national initiatives on pay structure and funding to reduce the different approaches from region to region.

Younion, representing staff in early years education and care (ECEC) in the public sector is organising protests across the country on 21 March in its continuing campaign to win improvements to the pay and conditions of workers in the sector. The union wants to see administrative tasks reduced and more support staff recruited to give workers more time with the children in their care. The public and private sectors unions representing staff in early years education (younion, vida and GPA) have come together to demand action at national level on staffing and safety in childcare institutions. The unions want to see unified, national regulations applied on issues like COVID-19 and increased staffing to ensure that childcare institutions can maintain safety for both workers and children. The pandemic is still having an impact and with staff falling ill or having to quarantine, the pressure of work continues to increase for an already overburdened group of workers.

Childcare workers in the private sector who are covered by pay regulations rather than a collective agreement are getting a 3.2% pay increase following negotiations led by the GPA and vida trade unions. Meanwhile, full-time workers in private health and social care are now entitled to a 37-hour week as of 1 January. This was the result of earlier negotiations by the GPA and vida unions and reflects their long-running campaign to tackle overwork in the sectors. The unions are also determined to continue their efforts to reduce working time with a target of a 35-hour week.

Around 5000 workers in early years education joined a noisy demonstration outside the education ministry on 14 October. The protest covered both public and private sectors and was organised by the younion, vida and GPA trade unions, with the support of the ÖGB trade union confederation. The unions have been frustrated by the ministry’s refusal to invite them onto the advisory board that debates key issues affecting the sector. On 14 September 660 childcare facilities across the country were hit by national strike action coordinated by the FNV trade union. This is part of a campaign, running since July, that has involved regional stoppages as well as an earlier day of national strike action. The FNV trade union’s campaign for urgent action on workloads in childcare has been stepped up with some regional mobilisations cancelled in order to concentrate on a national strike on 8 July. The union is angry that calls for increased staffing and reduced numbers of children per worker have fallen on deaf ears and the employers have offered nothing to address the problem.

Following a national day of action on 18 June, workers in childcare, playgroups and after-school care will begin a campaign of industrial action in the Netherlands from 23 June. Different workplaces will be targeted at different times and various forms of strikes and other industrial action will be organised. The action is over excessive workloads and has been launched following the failure of the BMK and BK employer organisations to respond to an ultimatum from the FNV trade union. Trade unions representing workers in public and private sector childcare and after-school provision organised a demonstration outside the ministry of education on 27 May in protest at the failure of the government to include trade unions in the Advisory Board for Elementary Education. The unions argue that it is unacceptable not to ensure that the views of the 61500 workers in the sector are taken into account when developing education policy, particularly in the light of the exceptional commitment they have shown during the pandemic.
