The SINDLEX trade union federation has been negotiating for three years to try to secure improvements in pay and conditions for a range occupations in the Ministry of Interior including police, prison staff, emergency workers and firefighters. The vpod/ssp public services union says that it is totally unacceptable that certain workers in the care sector are denied basic working time rights. At the moment they face long working days without breaks, double shifts and hours that are not properly registered. Socio-educational staff in care institutions are currently excluded from the working hours provisions in the labour code. In January the vpod public services union won an important case for live-in (24 hours) care workers. The federal court ruled that 24-hour carers, who are placed in private households by temporary employment agencies, must be covered by the labour code. Previously, these workers had no protection which meant no limit to working hours and no rights to rest or time-off because the labour code didn’t apply to working arrangements in private households. The union will continue to campaign for live-in care workers’ rights as the ruling does not apply to those directly employed by households.

The vpod/ssp public services has welcomed two initiatives on working time agreed with the BSH health and social care employers' organisation in the Graubünden/Grisons region. The BSH has agreed to the demand for time taken to change into and out of work clothes to be recorded as working time. This is a key demand in a national campaign being run by the union. Following protest actions on 5 November, health and social care workers in the Vaud canton (region) are planning a strike on 5 December to ensure that all workers in all sectors covered by the regional health collective agreement get a pay rise and benefit from an increased minimum wage. The unions, including the ssp/vpod public services union, are concerned that the employers want to restrict pay increases to certain occupations.

The vpod public service workers has called on the federal government to deliver nationwide, binding rules on pay and working time for home care workers. It argues that non-binding, cantonal (regional) agreements are not effective enough, particularly on key issues of working and rest time. Vpod also says that the proposed hourly minimum wage of CHF 19.20 (EUR 17.40) doesn't guarantee a decent income and that a monthly minimum of CHF 4000 (EUR 3630) with a 13th month is necessary.

The federal collective bargaining committee, including public services union vpod, is calling on the government to include in the 2020 budget funding for a pay rise to fully compensate for inflation. It also wants a minimum increase CH 200 (EUR 175) per month to the benefit of lower paid workers. The positive fiscal situation means that the government is also committed to a pay rise in 2019 to cover inflation. The unions also want concrete measures on work-life balance for those with caring responsibilities.

Negotiations between public service unions and the federal government have yet to produce an agreement and further bargaining will take place next February. The unions are looking for an increase of 1.5% but the government offer is only 0.8%, below the forecast inflation rate of 1%. The unions argue that federal finances are sound with surpluses predicted for both 2018 and 2019 while the economy is also set to grow by 2%. On this basis they argue that federal government workers deserve a pay rise at least in line with inflation.

The vpod/ssp public services union has criticised the federal government for rejecting an initiative on care launched by the nurses' trade union without coming up with any alternative solutions to tackle the increasingly urgent situation in the sector. The vpod/ssp says that hospitals and care homes face a 10000 staffing shortage with many health and care workers facing excessive working hours and work pressure that is a threat to their own health. The union says that the government must face up to the need to tackle this crisis and ensure working conditions that protect the health of care

The vpod/SSP public services union has called on the government to ensure it budgets for a pay increase of at least 1.5% for all federal employees. Working with other public service unions, the vpod/SSP says the government should now end its austerity policies towards its employees, particularly in the light of a CH Fr 5 billion surplus. The unions are worried that the government will use the surplus to cuts taxes and argue that federal workers haven't seen a real increase in pay since a 0.7% rise in 2014 and so a pay rise should be a priority.
