Public sector unions, including those in the PSSJS confederation, were set to organise a national rally in Ljubljana on 7 December to push for government action on a range of key pay and conditions issues. The unions want the government to commit to implementation of wage indexation in 2024 and completion of the reform of the public sector wage system by 30 June 2026. They are also calling for the elimination of wage discrepancies across different parts of the public sector which should ensure that large parts of the public sector get the level of wage increases already agreed for some groups

The ZSVS health union reports that an agreement covering public sector pay and other benefits for 2022 and 2023 was signed by the majority of unions on 13 October. Pay rises range between 4.5% and 8.5% and there are increases to compensation for annual leave and food allowances. As part of the agreement, the government undertakes to adopt systemic changes to the wage system by 30 June 2023, addressing issues relating to the wage gap in the lower third of the pay scale and the minimum wage. Following almost three months of intensive negotiations, 80% of employees in health and social care will receive pay increases of between 4% and 24% this month. However, such are the staffing and workload problems in these sectors, that further negotiations will take place in January to address workloads as well as the fact that some health and care staff are not covered by the initial agreement. Existing staffing shortages have been made worse as health and social staff have left the sector because of the stress and overwork resulting from the pandemic. Around 35000 healthcare, social care

EPSU has sent a solidarity message to Hungarian affiliates who are fighting against their government's new proposal to reform the taxation of certain fringe benefits. The KKDSZ, BDDSZ and HVDSZ2000 trade unions held a press conference in front of the Parliament earlier this month in protest. The reform of the taxation of fringe benefits such as luncheon vouchers would make it more costly for employers to provide these to their workers. This could result in an effective cut in income for many, with a particular impact on the low paid for whom the vouchers are very important.

Public service workers took strike action on 24 January calling for a pay rise. Pay was cut by 8% in 2012 and has been frozen since then despite growth in the economy, The unions are also calling for the single public sector pay structure to be maintained as a fair way of setting pay across the public services.The strike was supported by nearly 20 unions covering a broad range of workers including health and social services, defence, justice, fire services, education, research and other parts of government.

EPSU has written to the Prime Minister of Serbia and Minister of Public Administration raising concerns about a proposed new public sector pay system. The letter was sent in support of the Trade Union of Health and Social Care that has raised concerns about the system and planned classification of jobs. These have been developed without the involvement of the trade unions and involve negative changes to the current salary structure and job classification system.

(April 2017) The BDDSz childcare workers' trade union is supporting the ETUC's pay rise campaign. The union sees that many of the headline demands of the campaign - tackling low pay and the gender pay gap - fit with the union's priorities and it is encouraging members to show their support.

(May 2016) The BDDSz childcare workers' union (one of EPSU's newest affiliates) secured an important legal victory at the end of May. Following strike action earlier this year, the legality of the strike had been challenged by the government which had argued that the union should have provided a minimum level of service. The legal challenge went throught the whole legal process and the highest court ruled in favour of the union saying that the nature of the service did not require the minimum service. (May 2016) On 20 April the BDDSz childcare workers' union, one of EPSU's newest affiliates, took strike action along with other unions in the social services sector. After two and a half years of negotiations, the unions decided to resort to industrial action to try to make progress with their claims for an increase in pay and to improve working time arrangements. Average salaries in the social services sector are 35% below the average for the economy as a whole, clearly justifying the 20% pay claim. EPSU sent a message of solidarity.
