As part of the FORESEE project, EPSU has co-led two trainings on how to develop independent social dialogue structures in social services in the last month, alongside the Social Employers and other project partners.
Trade unions have negotiated improvements for workers in social services and public services. The new collective agreement in social services will see minimum monthly pay increased significantly from €642 to €730 while working hours will be cut by one hour a week. Trade union members covered by the agreement will get an extra day’s leave after 10 years’ service. Meanwhile, across public services there will be a 2.2% increase in the basis salary on which specific salary amounts are calculated. ADEDY, the public services confederation, has called a 24-hour strike for 14 November. It is calling on the government to negotiate over a gradual process of pay restoration. ADEDY says that civil servants have already seen pay cut by 40% and now tax rises and reductions in tax allowances will further reduce take home pay. It is calling for immediate pay rises and the restoration of the 13th and 14th month salaries as initial steps in this process. Public service unions have made a major breakthrough after three years of negotiations following the signing of a sector collective agreement covering workers in social services. Around 1000 social workers, social worker assistants and home care employees will see a range of improvements to pay and conditions, including a 4.3% rise in the minimum coefficient used to calculate salaries along with further increases for specific groups of workers. The ADEDY public sector confederation will be joining with the GSEE private sector confederation and other trade union and professional organisations in a 24-hour general strike on 30 May in protest at the continuing austerity being imposed on workers and citizens. ADEDY says that public sector workers are still suffering from pay cuts of up to 40% while more precarious working conditions have spread across the public services and there are critical staff shortages in important areas of health and social services.
A 24-hour strike called by the ADEDY and GSEE confederations on 14 December had widespread impact on public services across the country. The confederations were protesting at further austerity measures with plans for cuts in pensions and take-home pay as well as threats to the right to strike. EPSU sent a solidarity message.
(May 2017) The ADEDY public sector confederation expressed its thanks to the thousands of workers who joined the general strike and rallies on 17 May. The strike was to express opposition to further austrity measures being put forward as part of the bail-out package being negotiated between the government and the European creditors and International Monetary Fund. The strike was jointly called by the GSEE private sector confederation and supported by the International Trade Union Confederation.
