Health workers around the country, many of them employed by private contractors and among the lowest paid, have had to resort to strike action to ensure they get a £1600+ (€1870) lump sum payment that was paid to most directly employed staff last year. Action has just paid off for members of UNISON and Unite in Dudley in the West Midlands where until recently their employer, Mitie, had refused the payment. After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. Most unions are generally happy with the new system, including the HSSMS-MT nurses’ and health workers’ union which is one of 11 to sign the public sector collective agreement. The UNISON, Unite and GMB trade unions have been mobilising their members in the NHS and private contractors to secure unpaid COVID bonuses and pay rises. UNISON and Unite members are taking on Mitie, the large private contractor, which has refused to pay a COVID bonus despite the company being signed up to the national Agenda for Change agreement which requires the payment. Meanwhile, Unite members formerly employed by the contractor Serco but now directly employed by the NHS at Bart’s Hospital in London are also claiming their COVID payment which the hospital management have so far refused

The Unite trade union has welcomed a 7% pay increase in the salaries of clergy working for the Church of England after submitting a pay claim for the first time in history. This was a 2% improvement on the offer originally proposed by church leaders. Unite said the increase was a step towards tackling the financial hardship faced by many in the profession. The national minimum salary will now increase to £28,670 (€33,600) from 1 April 2024 and the national benchmark be increased to £30,638 (€35900). The figures are then used by the church’s dioceses to set individual salaries for their clergy

The local government unions – UNISON, Unite and GMB – have agreed to accept the employers’ offer of a flat-rate pay rise of £1925 (€2205) on annual salaries for 2023. The increase is worth around 9% for the lowest paid workers but about 4% for most of the workforce. The unions had initially demanded an increase of 12.7% and have made clear that they are already looking to the negotiations in 2024 to deliver better pay for local government workers. The agreement covers workers in England, Wales and Northern Ireland. In Scotland, UNISON is consulting over an improved offer from the employers

The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

PCS the main union in central government is running a ballot of members with a recommendation that the current campaign of strike action be suspended pending local negotiations on pay. The union is pleased with the results of the targeted industrial action that began last year, delivering a £1,500 non-consolidated cost-of-living payment and a concession from the government that the headline pay figure for 2023-24 will be 4.5% with an extra 0.5% for the lowest paid – more than double its originally intended figure of 2%. The strike of members of the SDSLN trade union in the Ministry of Justice is over following a close vote to accept the government’s offer of a 12% pay increase. Although below the €400 increase aimed for, the union argues that this is a reasonable increase and goes some way to recognising that workers in the ministry had been undervalued. The SDLSN also notes that it was a significant achievement to maintain the strike and to affirm its legality in the face of legal challenges by the government. Following strike action, the Unite trade union has secured a 10.1% pay increase for waste workers employed by the Suez multinational in South Gloucestershire. Strike action against Suez also delivered in Somerset, where the union won a 9% pay increase up from the original offer of 4.85%. However, disputes continue elsewhere, including with the Urbaser company in North Yorkshire where workers have rejected an 8% pay offer and days of strike action have been planned stretching through August and into September. The campaign of industrial action over pay, jobs and pensions by the PCS trade union is set to continue following a new strike ballot. The union managed to secure reach the threshold required for public sector strike action in 106 government departments and agencies. In Scotland, with separate negotiations on pay, PCS members have accepted an increased pay offer delivering a total increase of at least £2200 (€2535) for all staff earning £36000 (€41455) or less. The guarantee of no compulsory redundancy for all staff is extended to 31 March 2025 and there is a commitment to review the lowest

Following the threat of protests and other actions, public sector unions, including the SDLSN state sector union and HSSMS-MT nurses’ union, have secured increases to pay and other benefits. The base for setting public sector salaries will increase by 6% from 1 October this year and then by 2% from 1 April 2023. There will also be increases to the Christmas bonus, the payment of gifts to children and to holiday allowances. Negotiations for the next round of increases will take place next year at the latest in the third week of September.

Unions representing local government workers in Scotland – UNISON, Unite and GMB – have suspended strike action while they consult members over an improved pay offer from the employers. The three unions are recommending acceptance of a deal that would provide a £2000 (€2310) annual pay rise for the lowest paid; £1,925 (€2225) for those earning between £20,500-£39,000 (€23700-€45000); a 5% increase for those earning between £39,000-£60,000 (€45000-€69360); and a maximum increase of £3000 (€3470) for the highest paid. Drivers, refuse workers and street cleaners continue to take action around the country to secure pay rises as inflation eats further into purchasing power. The Unite, GMB and Unison trade unions are all involved in a dispute with Serco the private contractor used by Sandwell council near Birmingham. Workers have voted for strike action on 28 and 29 July and then on 4, 5 and 8 August. They have rejected an 8% pay offer and argue that the company can afford a higher increase having seen profits soar by 25%. On 26 April, at the 14th session of negotiations between public service unions, including the HSSMS-MT nurses’ union and SDLSN public administration union, and the government, it was confirmed that the general public sector pay increase will be 4% backdated to 1 April.
