The UNISON, Unite and GMB trade unions have been mobilising their members in the NHS and private contractors to secure unpaid COVID bonuses and pay rises. UNISON and Unite members are taking on Mitie, the large private contractor, which has refused to pay a COVID bonus despite the company being signed up to the national Agenda for Change agreement which requires the payment. Meanwhile, Unite members formerly employed by the contractor Serco but now directly employed by the NHS at Bart’s Hospital in London are also claiming their COVID payment which the hospital management have so far refused

Members of the UNISON, Unite, GMB and RCM trade unions joined five other unions in coordinated strike action over pay on 21 and 22 September. Workers in the province are frustrated by the low level of pay offered to civil service workers, the complete lack of a pay offer in the health service and the continuing problems with staffing shortages. The unions are particularly frustrated about the fact that many public service workers in England, Scotland and Wales have aleady accepted pay offers and that the pay gap between Northern Ireland and the rest of the UK is increasing. The HSSMS-MT nurses’ union with the support of the SSZSSH independent health workers’ union has been continuing its series of protests around the country, with a major demonstration planned for 12 May – International Nurses’ Day. The unions are angry that their members have been offered pay rises of only 3%-5% when doctors have been awarded 10% or more. The HSSMS-MT argues that staffing shortages are becoming acute with many workers leaving the sector because of low pay noting that hospital cooks and cleaners, for example, are on salaries below HRK 4000 (€500) a month.

Public services union UNISON has called for a £2000 a year pay rise for all health workers in recognition of their continuing work and commitment in the fight against COVID-19. The union underlines the importance of giving health workers a boost before the end of the year particularly as the virus is in resurgence. The RCN nursing union has called for a 12.5% increase for nursing staff in an important step to help address the staffing crisis, in recognition of their skills and to compensate for cost of living increases. The GMB general union, meanwhile, is calling for a 15% pay increase again

Fourteen trade unions that organise workers right across the National Health Service have sent joint letters to the prime minister and chancellor (finance minister) calling for quick action to agree a pay rise for all health workers. The unions argue that the public want to see health workers properly valued and rewarded and that a decent pay rise would be a step in the right direction. The unions don't want a simple COVID-19 bonus but a pay rise that will help retain and recruit staff and address the falling purchasing power of health workers who have seen pay frozen or capped below inflation

Public service union UNISON reports that the Medirest private company will give its 2,200 staff, who provide cleaning, portering and catering services in NHS hospitals across England, will see their pay increase by an average of 5% from the beginning of June. The lowest pay rate will rise from £8.75 (EUR 9.80) to £9.21 (EUR 10.30) an hour, bringing it in line with the minimum rate for directly employed health workers.

The UNISON, Unite and RCN health trade unions have voted to approve a new agreement on pay and staffing in Northern Ireland. The three unions were involved in various forms of industrial action at the end of last year, including the first full strike action in the RCN's history. The unions now have agreement that pay rates in Northern Ireland will be increased to be in line with those in England and measures will be discussed to increase staffing. The HSSMS-MT nursing union has joined with other nursing organisations in submitting a series of demands on the government to address the urgent problem of understaffing resulting from emigration and retirement. The joint document highlights the increased pressure that the health service faces and the failure of recent governments to provide solutions. The unions and associations want to see proper recognition of qualifications and responsibilities in the job and pay structure and recruitment of more staff. They are also calling for clear plan to address training and education needs.

A long-running dispute in hospitals in North West England has been resolved with pay rises for workers employed by the outsourcing company Compass. Before the deal, Compass employees were on the national minimum wage (£8.21 per hour/EUR 9.65), while colleagues employed directly by the NHS were earning at least £9.03 (EUR 10.60). This meant Compass workers were losing out to the tune of around £1,500 (EUR 1760) a year (see EPSU CB News August 2019, 15). Members of the PCS civil service union are continuing their long-running campaign for union recognition at the Interserve outsourcing company which provides maintenance and cleaning services at the Foreign Office. Four further days of strike action were planned for 7, 8, 11 and 12 November. Meanwhile members of the UNISON public service union are planning two days of strike action at three hospitals run by the Frimley Health NHS Foundation Trust. Around 1000 cleaners, caterers, porters, security and estates staff are threatened with outsourcing as part of a national trend in the health sector

The public services union UNISON has secured a major victory for around 900 outsourced security and cleaning workers at University College, London. The workers will soon see their holiday entitlement aligned with that of directly employed workers while pay, overtime, sickness and pension benefits will be brought into line by the autumn of 2021. Workers employed by the Aramark outsourcing company at the government's Department for Business Energy and Industrial Strategy (BEIS) have won their campaign to be paid a living wage. After two months of strike action the company agreed to pay a minimum of GBP 10.55 an hour (EUR 11.75) and also to improve holiday entitlement and sickness benefit. Negotiations covering other workers at BEIS employed by the ISS multinational are still underway.
