Trade unions, including Sanitas and Columna, have managed to secure pay increases for workers in health and social services. According to Sanitas, increases in the health sector vary according to occupation but range up to 26.8% with 20% in social assistance. The union has also been able to resolve discrepancies in salaries affecting a number of specific occupations. Meanwhile Columna has also been active in local government where it organised strike action on 19 March involving nearly 19000 workers as it tries to ensure that the pay increases that apply to health, education and social care

After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. Most unions are generally happy with the new system, including the HSSMS-MT nurses’ and health workers’ union which is one of 11 to sign the public sector collective agreement. The SDLSN is calling on the government to change the rules on representativeness for civil service pay negotiations. The union is involved in various working groups that are discussing the new pay structure for the public sector but it is concerned that the current rules on representativeness exclude it, and other trade unions, from the formal negotiations. It argues that only the police trade union meets the representativeness criterion for the main negotiations leaving many areas of the civil service without proper trade union representation as the SDLSN and other unions fall below the

The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

The strike of members of the SDSLN trade union in the Ministry of Justice is over following a close vote to accept the government’s offer of a 12% pay increase. Although below the €400 increase aimed for, the union argues that this is a reasonable increase and goes some way to recognising that workers in the ministry had been undervalued. The SDLSN also notes that it was a significant achievement to maintain the strike and to affirm its legality in the face of legal challenges by the government. Negotiations between the health and care workers’ union Sanitas and the government continue to deliver on the union’s key demands on pay and conditions in addition to the successes reported in the last newsletter. All categories of employees in health care will get pay increases from 1 August, representing partial payment, in advance, of increases that will be provided for in the new wage law. Public service trade unions, including SDLSN and HSMSS-MT, have expressed major concerns at the attempt by the government to rush to set up a new pay system covering the 240,000 workers in the public sector. The unions argue that there are many factors at play covering different groups of workers that make it impossible to complete negotiations by the end of June. The government says that the changes are needed as part of the reforms required by the European Union for Croatia to access funds from the EU’s Recovery and Resilience Facility. Following the threat of protests and other actions, public sector unions, including the SDLSN state sector union and HSSMS-MT nurses’ union, have secured increases to pay and other benefits. The base for setting public sector salaries will increase by 6% from 1 October this year and then by 2% from 1 April 2023. There will also be increases to the Christmas bonus, the payment of gifts to children and to holiday allowances. Negotiations for the next round of increases will take place next year at the latest in the third week of September.

The Publisind trade union federation organised a protest rally on 17 August outside the Ministry of Labour to highlight a range of issues relating to the pay and pensions of its members in prisons and police services. The union is angry that a key law on salaries has not been fully implemented and is calling for a 15% pay rise for prison and police staff. The union points out that its members were essential to the efforts to tackle the COVID pandemic with many staff working very long hours to try to maintain services in the face of staff shortages of around 25%.

On 26 April, at the 14th session of negotiations between public service unions, including the HSSMS-MT nurses’ union and SDLSN public administration union, and the government, it was confirmed that the general public sector pay increase will be 4% backdated to 1 April. The HSSMS-MT nurses’ union reports that public sector unions are considering industrial action in response to the government’s proposal to increase pay by only 2% from 1 April. The latest negotiations, involving 11 public sector unions, took place on 8 April and the union negotiating committee unanimously rejected the government’s offer and continued to insist on a 4% base increase from 1 April and the resumption of negotiations at the end of May on a base increase in the second part of the year, depending on the evolution of inflation, the movement of other wages in the country and the

The HSSMS-MT health union reports that the latest round of collective bargaining left public sector trade unions disappointed as the government failed to consider their call for a 4% increase in basic pay in the light of increasing inflation and particularly rising energy prices. The government said that a 2% pay increase from 1 April was all that was possible and that any further increases would have to be discussed later in the year. However, no further negotiations were timetabled. The unions said that they would report back to their members and consider the next steps.

On 5 July a group of 13 Romanian trade unionists arrived in Brussels after a four-day rolling protest from Bucharest over the low wages that force many of their fellow citizens to make similar journeys to find decent work. The “Caravan of Social Rights” stopped in Budapest, Vienna, Munich and Luxembourg along the way to stage protests outside Romanian embassies with the support of local trade unions.
