After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. In Coimbra there is a long-running strike related to special payments for workers in municipal swimming pools while transport workers are demanding decent facilities for drivers and are on strike on 14-15 December. The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

Both the SINTAP and STAL unions have expressed discontent with the pay increase on offer for public service workers in 2024. The overall wage bill will rise by over 5% with increases ranging from 3% to over 6% depending on position in the pay scale. The two unions argue that this level of increase will not compensate for the recent loss of purchasing power because of higher inflation. STAL estimates a 5.1% fall in real terms in 2022-23 alone. The HSSMS-MT health workers’ union reports that in the second round of public sector pay negotiations the government has put forward an offer of a 3% increase along with a €67.73 increase to the Christmas bonus to take it to €300 and a proposed Easter bonus of €70. The recent campaign of protests by the HSSMS-MT and SSZSSH health unions, “We are health care”, led to a meeting with the government to discuss pay and how to ensure that nurses and other health workers do not lose out in comparison to doctors and other health professionals. The HSSMS-MT nurses’ union with the support of the SSZSSH independent health workers’ union has been continuing its series of protests around the country, with a major demonstration planned for 12 May – International Nurses’ Day. The unions are angry that their members have been offered pay rises of only 3%-5% when doctors have been awarded 10% or more. The HSSMS-MT argues that staffing shortages are becoming acute with many workers leaving the sector because of low pay noting that hospital cooks and cleaners, for example, are on salaries below HRK 4000 (€500) a month.

The HSMSS-MT health workers’ union health is launching a series of protests in front of health institutions as part of its “We are health care!” campaign. The first action will be in Dubrovnik in 3 May and further action is planned in Zagreb, Split, Varaždin, Karlovac, Osijek and Vinkovci. Members of the STAL trade union working in the waste sector have been taking action over pay, collective bargaining rights and precarious employment. The workers at FCC Environment were set to strike on 7-11 April while those employed by ERSUC were due to take action on 10-11 April. Public service trade unions, including SDLSN and HSMSS-MT, have expressed major concerns at the attempt by the government to rush to set up a new pay system covering the 240,000 workers in the public sector. The unions argue that there are many factors at play covering different groups of workers that make it impossible to complete negotiations by the end of June. The SINTAP union is planning strike action on 6 April in the government’s Infraestruturas company that deals with road and rail building and maintenance. This follows two days of action on 28 February and 2 March and the failure of the company to respond to the union’s demands on pay, purchasing power, collective bargaining and staff shortages. SINTAP is also planning 12 days’ of strikes and a one-month overtime ban at the Fernando Fonseca hospital in protest at management’s failure to implement the collective agreement signed in 2018.

Nurses in Portugal have been involved in strike action in both private and public sectors. The SEP trade union organised a one-day strike on 16 March over pay, hours and other conditions in the private sector and it joined a larger strike across public services on 17 March with similar demands and involving other public service trade unions, including STAL.
