After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. Most unions are generally happy with the new system, including the HSSMS-MT nurses’ and health workers’ union which is one of 11 to sign the public sector collective agreement. However, other unions, including teaching unions, are unhappy with the outcome and argue that the new system fails to deliver appropriate

The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

Over 400 social care workers in Legnica in south west Poland could begin strike action on 27 February if their pay demands are not met. Their union, NSZZ "Solidarność", points out that over half the workers are on the minimum wage and this is set to rise to three-quarters if the employers don’t respond to the call for pay increases. The union says that this is a fight not just about pay but for the dignity of the profession. Members of the Solidarity trade union employed by the local authority and municipal companies in Szczecin in North West Poland organised a protest on 29 December outside the City Hall calling for a pay rise for the many workers carrying out essential services and often arduous work. The demands cover around 6000 workers providing a range of services from water and waste to early years education and nursing homes. The union has called for a PLN 1000 (€220) pay rise and estimates that some 50% of the 6000 workers are on the minimum wage of PLN 3000 (€660). The action followed an earlier protest

Following the large demonstration in October in support of a pay rise for public service workers, unions are angry and disappointed that the government has failed to respond. In response to a new government development strategy, the OPZZ trade union confederation has emphasised the need to ensure decent pay in the public services and has expressed concern about government proposals to freeze public sector pay in 2021. After four rounds of negotiations it was agreed that two pay rises of 2% foreseen for this year would be postponed and paid in January 2021. The existing collective agreement provided for the pay increases along with increases in other allowances and the Christmas bonus and the government had initially wanted to freeze all pay and allowances. However, the postponement was agreed and other allowances will be increased while the Christmas bonus will be negotiated later in the year.

In the first of a series of three meetings over a thousand public service workers gathered in Košice to discuss pay in the public sector. The unions are calling for action on minimum salaries and a pay system that recognises workloads, levels of education and length of service of public service workers. Two further meetings are planned as part of this broad trade union consultation process - one in Banská Bystrica on 16 November and the final one in Bratislava on 23 November.

The KOZ trade union confederation is planning three events in three different cities in November to address major problems related to public sector pay. The confederation is calling on all its affiliates to support the initiative and discuss the way forward. KOZ argues that an unfair pay system, including pay rates that are below the national minimum wage is failing to ensure that public service workers are properly rewarded and means that many skilled workers are leaving to find better paid work elsewhere.
