Nursing and care negotiations head for mediation
Negotiations in the private nursing and care sector have ended without agreement and so now move into mediation. The trade union position is to try to ensure that occupations are paid at similar levels irrespective of the collective agreement in place but there is not employer commitment to do this. Public service union Fagforbundet acknowledges that there will always be some variations between agreements but is concerned that major differences are becoming systematic. On 28 March 2019 EPSU participated, together with its representatives of the two national affiliates from Romania, Sanitas, and Croatia, HSSMS-MT, in the kick-off meeting of the joint HOSPEEM-EPSU project focusing on strengthening social dialogue in the hospital sector that will run in 2019 and 2020.
Government steps in to end nurses' lockout and strike
On 20 November the government announced compulsory arbitration to end a dispute between the NSF nurses' union and the NHO private employers' organisation. The union had called a strategic strike of 55 nurses on 25 October to protest against the NHO agreement having lower minimum pay and sickness benefit rates compared to the agreement negotiated with municipal employers. NSF has found examples of nurses' annual salaries in NHO employers that are NOK 30000-100000 (EUR 3200-10000) lower than in the public sector. Union reveals public-private pay gap in care sector
The Fagforbundet public service union has revealed figures showing that care workers in the private sector in Oslo are between EUR 7000 and EUR 8700 worse off than those in the public sector. A starting salary for a graduate care worker in the public sector is NOK 367000 (EUR 38500), NOK 84000 more than the same worker in the private sector. Those on minimum wages in the sector are EUR 7000 better off if employed by the municipality. Health workers call for higher pay to stop emigration
On 12 May healthworkers in Sofia and Zagreb demonstrated over poor pay and working conditions and the crisis of understaffing. 5000 nurses, medical professionals, midwives and lab technicians joined a demonstration outside the Council of Ministers in Sofia demanding a 1500 Lev (EUR 765) minimum wage for health workers as a step towards stemming the flow of health workers out of the country. In Zagreb the call was also for improved pay and working conditions and in particular the respect for collective agreements in relation to overtime pay.
East-West pay convergence stalls

An analysis by the European Trade Union Institute shows that wage convergence between East and West in Europe was steady up until 2008. However, since then the trend has either stalled or gone into reverse. Taking national average pay as a percentage of the average across the pre-2004 EU15, Croatia and Hungary show the largest increase in the pay gap since 2008. There were also increases in Slovenia, Czech Republic, Poland and Romania.Most progress was made in Bulgaria but from a very low level (11.8%) to 17.7%, still less than a fifth of average pay in the West.
